Abstract: Technological innovation has become the theme of the present-day China with the enterprises acting as the backbone of the national technological innovation system. The enterprises of the innovative type in the world have some characteristics in common, including innovative corporate culture and organization, energetic support from the top management, emphasis on IPR management and application, reasonable management of innovative project assemblage, highlight of customers’ demand and optimization of the standards and procedures for project examination. Of international oil majors, Shell, ExxonMobil and BP are remarkable in their capacity for technological innovation. Shell is especially excellent for its performance in this area, which owns a perfect technological innovation system and has been long engaged in its technological innovation plans, including Shell Technology Ventures, Shell GameChanger, Shell TechWorks, Academic Research, and Future Energy Technology. Borrowing successful innovation experiences from foreign companies, the Chinese technological research institutes should focus their efforts on clarification of innovation orientation, cultivation of talented staff members, adherence to the customer-oriented principle, development of corporate culture for innovation, and launch of action plans for technological innovation, thus improving their capability for technological innovation and bringing about innovation development.

摘要： 科技创新成为当今中国的时代主题，企业是国家科技创新体系的主体。世界上创新型企业具有一些共同 特点，包括拥有创新型企业文化和组织、企业最高管理层大力支持、重视知识产权管理及应用、合理管理创新项目组合、 注重客户需求、优化项目审核标准和程序等。在国际大石油公司中，壳牌、埃克森和BP 科技创新能力较强，其中壳牌 表现尤为突出。该公司拥有完善的科技创新体系，长期实施的主要科技创新计划包括创意孵化器、技术风险投资、技 术工作、学术研究、未来能源技术研究。借鉴国外公司成功创新经验，我国科研院所需从明确创新方向、建设人才队伍、 以客户为导向、培育创新企业文化、设立科技创新行动计划等多方面入手，以提高科技创新能力，实现创新发展。
