Abstract: The State-owned Oil Refining enterprises face a series of crises, such as serious market depression, high stockpiling pressure and dumping of low-price oil products from local refineries. The oil products market is continually under the “cold winter” stage. To meet the challenges, the enterprises should improve the quality of their products and increase efficiency in the efforts to save energy and reduce cost. This particle briefs about the practice and experiences of PetroChina Huabei Petrochemical Company. It has taken a series of systematic, revolutionary and frontier measures for innovation to establish the long-term mechanism for reduction of cost and increase of efficiency, such as stepping up technological research, increasing investment in technology, optimizing the processing procedure, adjusting the product structure, increasing high-quality and high-efficiency products, accelerating innovation of internal management mechanism and launching specialized activities. Those measures help the company improve its market competitiveness. Oil Refining enterprises should follow those measures so that they can get rid of the difficult situation and return to the right track of normal operation.
