Managerial Innovation of Petroleum Enterprises during Low Oil Price Period

Abstract

Abstract: Currently, international oil price remains at a low level. How to get rid of negative influence of low oil price and business difficulties is a problem of great urgency facing oil enterprises at the present time. In three areas of strategic managerial innovation, business managerial innovation and technological innovation, this paper makes analysis of the ways in which the oil enterprises are engaged in managerial innovation during the low oil price period. The study indicates that the oil enterprises should base innovation of their strategy on two aspects during the low oil price period – adjusting the oil industrial chain to optimize business operation and carrying out the multi-element strategy to meet new energy revolution. Business managerial innovation should be focused on organizational transformation, fine management, creation of low carbon culture, reduction of cost and increase of benefit. Technological innovation can depend on the different conditions of the upstream, middle-stream and downstream sectors of the petroleum industrial chain.

摘要： 当前国际油价持续走低，如何摆脱低油价的不利影响、走出经营困境是当前石油企业面临的十分重要且紧迫的问题。从石油企业战略管理创新、经营管理创新、技术创新3 个方面分析了低油价时期管理创新的路径。研究表明：低油价时期石油企业战略创新要从调整石油产业链优化经营业务、实行同心多元化战略迎接新能源革命两方面进行；经营管理创新主要从组织变革、精细化管理、营造低碳文化、降本增效等方面进行；技术创新则依据石油产业链上、中、下游的不同情形进行选择。
