Abstract: The Chinese and foreign oil companies have taken a series of measures for cost-effectiveness since the slump of oil prices. Of those, technological modernization has a long-term and remarkable effect on cost-effectiveness. An investigation was made on management methods and achievements of technology. This article summarizes the technology-based costeffectiveness methods in the six areas. International oil companies have attached great importance to investment for technology and enjoyed high returns from technological investment. Shell Technology Ventures was launched in an attempt to keep its ability to discover and convert the latest industrial technology. Development of compact oil and shale oil was concentrated in the specific areas and on a large scale, with the key superiority established. To reduce the cost on a long-term basis, the efforts should be devoted to reduction of the structural cost, instead of the periodic cost rising with resumption of the industry. Digitalization is an engine for technological innovations in the oil and gas industry. The development path designed by BP for digitalization is worth being borrowed. The objective for cost management is to optimize the cost, instead of minimizing the cost. For example, the drilling cost for each barrel of oil can more effectively reflect overall economic performance than the drilling cost of a single well.

 

摘要: 油价下跌以来,国内外油公司采取了一系列降本增效措施,其中技术进步对降低成本具有长 期、显著的作用。调研国际油公司科技管理方法和技术成果,总结了6 方面基于科技创新的降本增效方法, 包括:国际油公司依然十分重视科技投入,且科技投入的回报率很高;壳牌设立科技风投公司,长期保持 对行业新技术的洞察力和转化能力;北美致密油和页岩油开发集中于特定区域,形成相对规模,建立核心 优势;要长期保持低成本必须致力于降低结构性成本,而非随着行业回暖会发生反弹的周期性成本;数字 化是油气行业科技创新的引擎,BP 公司设定的数字化发展路径值得借鉴;成本管理的目标应是优化成本, 而非最小化成本,如桶油钻井成本与单井钻井成本相比更能体现总体效益。
