Abstract: To optimize distribution of resources and take advantage of oil and gas pipeline networks, innovations should be made in regional construction and management pattern of oil and gas gathering and transferring stations. A new operational control and maintenance pattern is proposed, which is based on remote concentrated control from the control center, remote supervision and inspection tours from the control room of the subsidiary, and regular on-the-spot inspection in the operational zone. This new pattern solves a series of problems under the concentrated control pattern, such as surplus of personnel at stations and fields, the failure of the maintenance and rescue center to meet the operational demand in time, and relatively high maintenance cost. Regular testing of equipment and concentrated maintenance in the operational area can improve the reliability of equipment on the field. The documents of regional operation are formulated for standardization of areal management, finally achieving the purposes of reducing working staff at the stations and fields, improving the ability of maintenance crews, lowering operational cost, and boosting economic performance of the enterprise.

摘要： 为优化资源配置，发挥油气管网的整体优势，中国石油管道公司积极探索输油气站场区域化建设管理模 式创新，提出了以调控中心远程集中调控、分公司调度室远程监视巡检巡查、作业区定期到站场巡检维护的“三位一体” 运行控制与维护模式，解决了集中调控模式下站场运行岗位人员设置冗余、维抢修中心维修能力不能及时满足运行需求、 维修成本较高等问题。通过作业区设备定期测试、集中维检，提高了现场设备可靠性；制定区域化作业文件，实现了 区域化管理的标准化；最终达到了减少站场人员配置、增强维修队维修能力、降低运维成本、提高企业经济效益的目的。
