Abstract: Low oil prices enabled the Chinese oil companies to face a stern challenge for cost-effective development in the upstream sector. How to solve the difficulty in cost-effective development is an issue of urgency facing oil companies. This paper introduces the assets optimization package method adopted by international oil companies in the new round of nonconventional oil and gas revolution in North American region, and comes up with the assets optimization package model of China’s oil companies under low oil prices, namely appropriately increasing investment in old oil area while reducing to-beconstructed productivity. The efforts should be focused on improvement of producing degree in old oil area, increasing the recoverable reserves in old area and drilling less new wells for reduction of investment. Analysis of optimization cases at the oilfields indicates that good economic performance can be achieved by means of this assets optimization package method.

摘要： 低油价给我国油公司上游业务效益发展带来严峻挑战，如何破解效益开发困局是油公司面临的迫切难题。 借鉴国际油公司在北美地区新一轮非常规油气革命中采用的资产优化组合方法，提出低油价下我国油公司应适度增加 老区投入、减少新建产能的资产优化组合模式，即通过措施增产作业、二次开发及“二三结合”等途径，提高老区控 制动用程度，增加老区可采储量，少打新井减少投资。油田优化案例分析表明，低油价下这种资产优化组合方法可取 得较好的总体效益。
