Abstract: The Party Central Committee has released a series of policies and regulations for encouragement of technological innovation since the 18th Party Congress, systematically implementing the strategy for innovation-based development. Some local governments have also released more stimulation mechanisms for innovation. Those efforts have laid an important foundation for formulation of policies and regulations to promote conversion of technological results. CNPC highlights conversion of technological results in implementation of its innovation-driven strategy and makes remarkable achievements in this area. However, those achievements are still far from expectation of development. To accelerate wide application of the company’s technological results, it is suggested that the detailed rules should be formulated on the basis of the State policies so that such policies can be fully implemented in the company’s business activities. The efforts should be focused on stimulation of technological professionals, further restructuring of scientific research institutes, experiment of shareholding system for technological results, and innovation of conversion pattern for the company’s technological results. In addition, it is necessary to adopt the effective measures to step up implementation of the company’s existing policies and demonstrate effective practices and successful experiences for a wider application. Based on those measures, the innovative results can be put into wide application, leading to a higher economic performance, improving the company’s creativeness and fuelling its healthy business development.

摘要： 党的十八大以来，中央对创新驱动发展战略进行了系统部署，相继出台一系列鼓励科技创新的政策法规， 一些地方政府更是加大了创新激励的力度，这为我们研究制定促进科技成果转化的政策措施奠定了重要基础。中国石 油集团在实施创新驱动战略过程中，把促进科技成果转化放在突出位置，获得了显著成效，但与发展要求还有较大距 离。为加快公司科技成果的推广应用，建议应依据国家政策制定实施细则，使国家的政策要求在公司落地生根，要加 大对科技人员的激励力度、探索和深化科研院所体制机制改革、试行科技成果股权制试点、创新公司成果转化新模式， 还需采取有力措施推动公司已有政策贯彻执行，加强推广示范以扩大有效做法与成功经验。由此使创新成果通过推广 应用产生更大效益，激发公司创新活力，推动公司稳健发展。
