Abstract: Strategy holds the key to development and competitiveness of modern enterprises. As the State-owned backbone and giant enterprise, China National Petroleum Corporation (CNPC) should step up its efforts for study of strategy and policy. This article reviews the development process of CNPC strategic and policy studies, summarizes the important results achieved in this area, analyzes the existing problems at the present time, and briefs about the strategic and policy studies made by the Chinese and foreign energy enterprises. Then, it points out that enhancement of strategic and policy study can navigate industrial development, bring about the strategic development objectives of the enterprise as scheduled, fully boost the strategic management level and take an active part in market competition. The article also comes up with the proposals on enhancement of top-level design, optimization and integration of resources, development of talents, and conversion and application of results.

摘要： 在现代企业发展和竞争中，战略处于核心地位。中国石油作为国有骨干企业和特大型企业，加强战略和 政策研究至关重要。文章系统梳理了中国石油战略和政策研究的发展历程，总结了集团公司在战略和政策研究方面取 得的重要成果，分析了当前存在的问题，简要介绍了国内外能源企业战略和政策研究工作情况。在此基础上，提出了 加强战略和政策研究是引领行业发展方向、如期实现企业发展战略目标、全面提升战略管理水平、主动参与市场竞争、 确保企业改革发展稳定的“五个需要”，并对集团公司进一步加强战略和政策研究提出了加强顶层设计、优化整合资源、 强化人才培养、注重开放合作、重视成果转化应用等建议。
