Abstract: Think tank is an important part of a nation’s soft capability. Establishment of the new-type think tank with the Chinese characteristics is one of the country’s important strategic measures. Attaching great importance to establishment of think tank, China National Petroleum Corporation (CNPC) has set up the decision-making research consultancy system on the basis of seven institutes and two centers. However, there are some problems in this area though remarkable achievements are made in application of this system. For example, the existing structure is not in steps with the current situation. Based on “Opinions on Stepping up Development of New-type Think Tank with Chinese Characteristics” and the demand for China’s sustainable petroleum industrial development, this paper comes up with the proposals on functions, framework, targets and development methods of CNPC’s new-type think tank system. It is suggested that the functions of think tank should be positioned according to two types – technological innovation and research on strategy and policies. The think tank should be structured at various levels, highlighting oil and gas industrial characteristics and advantages, improving the quality of research and development results and raising decision-making service capacity. Innovation is made in management structuring mechanism to enhance the internal development dynamics and vigor with the efforts focusing on organizational leadership, characteristics and quality.

摘要： 智库是国家软实力的重要组成部分，建设中国特色新型智库是中央的重大战略举措。中国石油集团对智 库建设非常重视，已建立了以7 院2 中心为主体的决策研究咨询体系，在实践中取得显著成绩，但也存在着现有机构 不适应形势发展等问题。根据《关于加强中国特色新型智库建设的意见》和我国石油工业持续发展的需要，就打造中 国石油新型智库体系的功能、框架、目标、建设路径等提出设想，建议：按照科技创新型和战略与政策研究型两类智 库进行功能定位，分层次构建框架；突出油气专业的特色和优势，提升研发成果质量，提高决策服务能力；创新管理 体制机制，增强内在发展动力和活力；加强组织领导，有序推进，重在特色和质量。
