Abstract: This paper analyzed the present situation in one of Shengli Oilfield Technology Licensing cases and summarized three restriction factors combining with the actual. At the same time some proposals were given to improve the conversion rate of scientific and technological achievements. It was proposed to improve the technical content in scientific and technological achievements, to promote a single outcome to the comprehensive development, to establish operating mechanism of productive forces, to establish support systems to adapt to the operating mechanism, and to strengthen the strategic research of technology licensing, etc. It would be good reference to carrying out technology licensing and enhancing scientific & technological achievements transformation rate for petroleum upstream companies.

摘要： 通过分析胜利油田某个技术许可案例中存在的问题,总结产品技术、资金、制度等3个制约因素,并结合实际,提出石油上游企业开展技术许可,加快科技成果向生产力转化的相关建议。如提高科技成果技术含量,促进单一成果向综合配套技术发展;建立生产力转化的有效运行机制;建立适应运行机制的配套制度体系;加强技术许可的策略性研究。对石油上游企业开展技术许可,提升科技成果转化率有一定的借鉴作用和指导意见。
