    Discussion on Strategic Countermeasures of Leading Reserve Technology for Petroleum Development in China

    Diversity of oil and gas resources is a double-edged sword. On the one hand, it shows clearly the direction and brings about hope for the development of urgently needed oil and gas reserve resources; on the other hand, a series of new problems that the development of diversified resources comes across present unprecedented challenge to oil and gas technology. Carrying out strategic research on leading reserve technology could resolve unfavorable factors. This paper introduced the four breakthroughs made in the development history of China's oil and gas technology and the six global advanced supporting technologies. Through comparing the advantages and disadvantages between domestic and foreign oil and gas technologies, this paper put forward the features that leading reserve technology should possess, gave five objectives of the strategy of China's leading oil and gas reserve technology, designed nine strategic countermeasures, and showed the prospect for oil and gas technology from 2020 to 2030.

    Based on the analysis and research of gas industry regulatory regime of America and Europe, some thoughts for developing and improving regulatory regime of China's gas industry occurred. At present, there are many disadvantages in regulatory regime of China's gas industry, so the central and provincial supervision system must be implemented; the regulatory legal system applicable to China's gas industry must be formed as soon as possible, because complete legal system is the footstone of efficient development of gas industry; price supervision system must be improved quickly, and pricing mechanism must be changed from government price to the price of market-driven and government supervision unify. If that case, China's gas industry supervision will be more transparent and standardized, the industry structure will be more reasonable, a more open market will be presented, and the future of China's gas industry will be brighter.
    Technical Research on High Efficient Treatment of Produced Liquid by Thermoelectric Composite

    Based on produced liquid dehydration technology research in recent years, and targeted at the situation of difficult dehydration of oilfield EOR polymer flooding produced liquid, the efficient thermoelectric composite oil-water treatment process was put forward, and the high-efficiency thermoelectric composite oilwater separator was developed. This paper described the structure, principle and application of the device. Three means were used to achieve efficient oil-water separation such as high gravity field separation, thermochemical settlement and electric dehydration technology. As a result, water in processed oil was reduced to less than 5%, and the energy-saving effect was significantly increased as compared with similar-sized device, with the system energy losses being reduced by 15%. The device is highly integrated and low running costs.
    Low Dose Acidizing Process for Stripper Wells

    With the extension of time for development of all blocks in Chunliang Oilfield, the production of oil wells declines. Based on the principle of "reducing cost and enhancing efficiency", low dose acidizing process was used for low producing wells. Through optimizing process to improve pertinence of measures, improving acidizing fluid system by lab experiment to adapt to different reservoir conditions, and applying acidizing software to optimize dosage of acidizing fluid, the reserves produced degree of low-permeability and low-energy wells was enhanced effectively, and good results were obtained. In 2011, low dose acidizing process was used in 39 wells, and the average daily single well oil output was increased by 2 to 3 tons, achieving remarkable economic profits.
    Practice and Analysis of Centrifugal Compressor Optimization Operation in Natural Gas Compressor Stations

    Electric-drive centrifugal compressor has been widely used in long-distance natural gas pipeline industry. And its main energy consumption included electricity, natural gas and fresh water. The electric energy consumption accounted for about 95% of total energy consumption. On the premise of meeting gas transmission requirements, operating the minimum number of compressor and auxiliary equipment was one of the most direct and effective ways to reduce compressor power consumption. According to more than one year's actual operation experience of Yulin-Jinan initial station and the full analysis of compressor operation modes: "two-operation and one-standby" and "one-operation and two-standby", it is found that the operating power of two compressor operation modes were both low. Therefore, Yulin-Jinan initial station revised the max design throughput of single compressor from 5.257 million per day to 5.65 million per day through experiment. As a result, the compressor unit and its assistant system have daily saved electric energy 27800 kW·h and electricity charge about 13000 yuan. So the effect of saving energy was remarkable.

    The opening report is the most important basis for deciding upon, investigating and reasoning science and technology projects. Its quality directly reflects the accuracy, early preparation, scientific basis, and ability in fulfilling the desired results of project managers. Taking the opening report of the scientific research and technical development project of PetroChina Pipeline Company as an example, this paper elaborated the key points of technical content of the report, to inspire researchers and technicians in improving their writing level.

    This paper statistically analyzed the fund budget and budget performance of scientific research projects undertaken by CNOOC Energy Technology & Services-Supervision & Technology, found out the problems such as the mismatch between budget performance and R&D progress, the irrational budgetary allotment of itemized budget, the uncertainty of researchers about the fund verification ways and expenditure range, and the lack of functional department management, and put forward concrete solutions, including the participation of accountants in budget preparation and review, the improvement of researchers capability in project budget management, the intensification of budget performance management and functional department management. After executing the solutions, the fund budget got matched with the budget performance basically, budget progress coincided with scientific research progress, itemized fund budget and expenditure became rational, and budget performance of scientific research projects achieved standardization.

    This paper analyzed the present situation in one of Shengli Oilfield Technology Licensing cases and summarized three restriction factors combining with the actual. At the same time some proposals were given to improve the conversion rate of scientific and technological achievements. It was proposed to improve the technical content in scientific and technological achievements, to promote a single outcome to the comprehensive development, to establish operating mechanism of productive forces, to establish support systems to adapt to the operating mechanism, and to strengthen the strategic research of technology licensing, etc. It would be good reference to carrying out technology licensing and enhancing scientific & technological achievements transformation rate for petroleum upstream companies.
    Theory and Practice of 3D Management Mode of Well Control

    In the light of complexity of well control management, based on the linear responsibility and territorial management, 3D management mode of well control was put forward. The complex well control management was divided into three dimensions, i.e. time, technology and management. It reflected the idea of "positive well control" and that well control management went throughout the whole life cycle of a well. The constructing and implementing of 3D management mode helped establishing and completing a series of systems, such as the hierarchy management system for well control, the inspection system for well control, the construction and acceptance system, the training and qualification certificate system. As a result, no blowout accident and poisoning casualties occurred for seven consecutive years in Huabei Oilfield. It provided a successful example for well control management of oilfield enterprises.

    In view of the difference in novelty search and positioning as well as understanding about science and technology of some technical experts, research and development personnel, and management personnel, this paper analyzed the causes of the difference, and clearly put forward the positioning and development orientation of novelty research with regard to the characteristics of novelty search of oil enterprises. That is, the novelty search institutions should stress on strengthening the construction of standard specifications of novelty search, mainly including standardizing the expressions of innovation points, establishing evaluation standard for novelty search conclusions, standardizing indexing vocabularies tagging, standardizing the expressions of key points of science and technology, and standardizing demonstration of different innovation ways. It has great value for all parties to reach a consensus, giving full play to the role of novelty search in science and technology management, and further enhancing the quality of novelty search of oil enterprises.

    Efficient development of oil and gas resources, especially unconventional, deep-seated, deep-water and Arctic resources tends to be more dependent on technical progress, especially the progress in engineering technology. After entering into 21st century, foreign petroleum engineering technology developed very fast and a lot of important and advanced technology emerged. This paper summed up 18 items of technology, including the rotary and navigation drilling technology, the pressure-regulated drilling technology, the deep-water drilling technology, the intelligent drill pipe technology, the continuous tripping technology, the continuous-cycle rig technology, and the collapsible and continuous casing technology. All the emerging technologies worth high attention from Chinese petroleum industry.
    Current State of Oil-Gas Exploration and Development in Russian Continental Shelf Waters

    Russian continental shelf waters have abundant oil and gas resources that could be used for a long time, among which Kara Sea and Gulf own 43.12% of the total Russian continental shelf waters, Barents Sea and Pechora Sea have 29.48%, Okhotsk Sea has 8.85%, and Caspian Sea has 3.50%. Barents Sea and Kara Sea own abundant natural gas resources, and Pechora Sea has rich oil resources. Based on the analysis on geology, geography, and surface oil-gas facilities, it is found that nearly all continental shelves are different in Russia. Because Russia has less experience in development of oil and gas resources in continental shelf, the overall oil-gas exploration here progressed slowly. Therefore, it is urgent for Russia to revise corresponding regulations and mechanisms, such as enjoying special policies of taxation and customs, so as to absorb investment and cooperation, and enhance the profitability of continental shelf oil-gas exploration and development projects.

    This paper analyzed energy strategies and policies of the United States, European Union, Japan, and other main energy consumers and importers, summarized measures and characteristics including energy saving, diversification, legal system, marketing mechanism, strategy reserve, technical improvement and external affairs. Enlightenment and suggestions were proposed for China in view of its rising energy import and external dependence, for instance, establishing complete national energy strategy management system strategically, comprehensively using all kings of means to intensify requirement management and enhance energy efficiency, increasing diversity of energy types, import sources and supply channels, improving reserve capacity and setting up complete comprehensive management system for energy emergency, stressing on international cooperation and promoting the establishment of more stable world energy supply system.

    It was a great challenge for Sulige gas field to reach the target of economical scale development using traditional management mode under the situation of low single well production and large well number. A gas well head remote control electromagnetic valve was designed on the basis of technical research and test. It was characterized by small volume and new structure. With the power supplied by solar energy and without external gas sources, the valve was opened and closed by means of switching pressure relief hole and it was self-holding. Over-under pressure protection and remote control function were realized through the available wireless remote transmission and control system. Applying the valve in Sulige gas field, artificial opening and closing gas well were substituted, and difficult problems of gas well production and management were solved. It has become the key technical equipment for digital construction in Sulige gas field.

    The horizontal well open-hole staged fracturing and acidizing tool is mainly used for oil well stimulation and transformation. It operates by separating different reservoirs of horizontal open-hole section by means of mechanical packer, effectively solving the difficulties in uniform liquid distribution and transformation of each horizontal well section. The tool consists of open-hole packer, hookwall packer, ball-dropping sliding sleeve, pressuredifferential sliding sleeve, back pressure valve, self-sealing setting device, tie-back sealing stabbing-in tube, circulating sliding sleeve, light ball of high strength, milling device, ball-catching device and other new downhole tools. Field application showed that the tool could easily run in and had excellent performance in sealing and pressurization as well as safety. It could achieve significant stimulation results.
    Automatic Pitching for Paraffin Removal Device on Wellhead

    Traditionally, artificial pitching was used for paraffin removal of oil wells. However, it is complicated. The automatic pitching device based on alternating motion of double piston was designed by electromechanical integration technologies. The device could remove paraffin by pitching automatically and regularly. The device has advantages such as high integration, compact conformation, pressure relief without venting and heat tracing in winter. Moreover, it solves the bottleneck of oil leakage in ball storage tank and fills up domestic blank of automatic pitching. It is shown that the device has a stable performance and is able to meet the demands of digital management with unattended oil production status when put into operation with 100% of pitching accuracy rate and 99% of defect-free rate. Its wide applications reduced operation cost and improved production efficiency. Now, it has become one of he key technologies of digital management in Changqing Oilfield.
    Bend Pipe with Exterior Coating of Polyethylene Composite Tape

    Compared with the 3LPE anti-corrosion technology of straight pipe, the present anti-corrosion technology for bend pipe is inferior in the aspects of the mechanization level and anti-corrosion quality. Therefore, the anti-corrosion technology for polyethylene composite tape coating of bend pipe was developed. Its coating structure is in accord with the 3LPE of straight pipe. A composite tape by heating special polyethylene materials with adhesives was made. Then by virtue of mechanical transmission and automatic control, winding the polythylene composite tape around the heated bend pipe, the mechanized operation of bend pipe anti-corrosion was achieved. This technology is a breakthrough in the bend pipe anti-corrosion because it is less in equipment investment, excellent in anticorrosion quality, easy and simple to control and high in producing efficiency. Until now, 1538 bend pipes have been applied practically in the field. It works stably, the anti-corrosion quality and service life of the bend pipe is the same as the straight pipe. This product provides a reliable anti-corrosion means for oil and gas pipeline construction.

    Oil and Gas Field Production Intelligent Measurement and Control System, which combines current demand of oil and gas production automation and the new development trend of data acquisition and control, is a new generation of oil and gas field automation intelligent measurement and control system independently developed by Huabei Oil Communication Company. This system uses wellhead integrated control box with RTU (remote terminal unit) of embedded systems as the core for wellhead data measurement and control, and station integrated control box with the core of PLC (programmable logic controller) for station measurement and control. The software is organically integrated with SCADA (supervisory control and data acquisition) system, industrial video surveillance system and GIS (geographic information system). The communication system mainly adopts technology of McWiLL (broadband wireless multimedia cluster) with national independent intellectual property rights, and it can also use a variety of other communication transmission methods. This system practiced in the oil and gas field has completed round-the-clock measurement and control in the whole production process of all types of wells, stations and pipelines, achieved the effect of improving the productivity, safety and energy conservation, and realized precise management of oil and gas production.
