Abstract: Innovative technology project initiation and novelty search is an important link in science and technology management. It compares the technology to be developed by the client with the ones of the same kind which have been studied both at home and abroad. The novel conclusion can be drawn on the basis of analyzing a series of factors, such as specialization degree, innovation ability, innovation process, innovation maturity, methods of innovation, innovation degree, and application effects. This provides the basis for experts to make decisions and review project initiation in their efforts for science and technology management. The report on innovative technology project initiation and novelty search is required in application for the nation’s “863” and “973” projects, major national projects, the funded projects and the key technological projects of the enterprises at the ministerial and provincial levels. The report is used to prove novelty of the technology that is to be brought under development. Innovative technology project initiation and novelty search offers the important data for the enterprises in such areas as standardizing technological research and development behavior, avoiding repetition of project launch and reasonable distribution of technological resources. Focusing on the direction of project initiation and novelty search at the next step, this paper comes up with the suggestions on further enhancement of communication with clients, formulation of the specialized cataloging schemes, standardization of the content submitted for project initiation, consolidation of management and supervision on project initiation, improvement of the researchers’ awareness for project initiation and novelty search, and fostering of the cross-disciplinary talents for novelty search.
