摘要：

为保证科技创新战略的深入推进，西南油气田立足战略绩效管理理论，运用平衡积分卡等绩效管理工具，构建了天然气科技创新战略绩效管理模式。明确了科技创新的总体战略、技术集成、生产应用、研发体系、保障体系几大战略目标，通过分解战略目标关键要素、绘制战略地图、确定关键绩效指标、构建多维度的指标与方法体系，实施天然气科技创新战略绩效评估。评估中需做好组织管理、评估流程管理、结果反馈与绩效激励等工作，使管理过程更精细化，管理评估和反馈结果更具有实践指导意义。

Abstract: To promote science and technology innovation strategy, PetroChina Southwest Oil & Gas Field Company focuses on the strategy performance management theory and uses the balanced integral card as performance management tool to establish the performance management pattern for the natural gas science and technology innovation. A series of strategic targets has been defined, such as the general technological innovation strategy, technological integration, application for production, research and development system, and security. The performance of the natural gas science and technology innovation strategy is evaluated by means of carving the strategic targets into the key elements, mapping the strategies, determining the key performance indicators, and building a multidimensional index and method system. In the process of evaluation, it is necessary to organize management well, evaluate process management, and emphasize feedback and performance incentives, making management process more detailed and management evaluation and feedback more practical and meaningful.
