Abstract: Repetitive and dispersal funding of R&D projects is a long-standing issue in China’s R&D management. This article makes an in-depth analysis of the causes that result in this problem in the large-scale enterprises. For instance, there is no indispensible concentrated and coordinated mechanism among the main decision-making bodies of R&D investment while the R&D institutions are clarified for positioning of functions and division of responsibilities. There is no mechanism for effective R&D cooperation and achievement-sharing within the enterprises. The realistic and potential competitive relations exist among the R&D institutions. This article comes up with the potential solutions to the issue concerning repetitive and dispersal funding of enterprises’ R&D projects on the basis of the experiences from the related foreign and domestic companies. They include establishment of a unified concentrated system for launch of R&D projects and investment of fund to eliminate repetition and dispersion at the time of launching the projects, perfection of the R&D organizational system to eliminate repetition of the R&D units, establishment of the technology result sharing mechanism to eliminate obstacles of repetitive and dispersal mechanisms, and establishment of the cooperative R&D mechanism among the research institutions.
