Abstract: With the corporate-dominated creation system established, the state dedicated fund allocated to the enterprise is increased year by year. The importance of this fund is highlighted in management of the technological fund of the enterprise. In the light of the current conditions of the state dedicated fund management, this paper points out some problems that management and expenditure of the dedicated fund are not standardized. Analyzing the causes for those issues, this paper comes up with suggestions on how to enhance management of the state dedicated fund, such as making a scientific and reasonable formation of budget, tightening the procedure for fund adjustment, establishing the reasonable managerial relations, improving fund management level, and formulating the performance-examining system.
