摘要： 实施创新驱动发展战略是油田企业实现提质增效目标的必然选择，这需要通过科技、资源、市场、文化等多方面综合创新予以落实。基于此，提出了油田企业提质增效的主要路径：通过油气科技创新，激发油田企业提质增效活力，做好油气科技创新成果有形化、价格化、商业化及科技绩效评估等工作；通过油气企业资源配置创新，实现开源节流，既要立足产业链一体化视角，利用信息化技术和资源优化模型进行油气资源优化，又要在油田企业内部推行低成本管控工作机制；通过油气市场营销模式与策略创新，提升价值链，顺应油气市场准入改革进行市场优化布局，根据油气产业供给侧结构性改革进行市场结构调整，实现互联网环境下市场营销的创新；通过油气文化体系创新，提升多重文化创新要素在油气提质增效目标实现过程中的作用，营造良好的内外部文化创新环境与氛围。

Abstract: The strategy of innovation-driven development is an inevitable option for oilfield enterprises to improve quality and efficiency. It is necessary to make innovations in a series of areas, such as technology, resources, market and culture. Therefore, this paper comes up with the main paths for oilfield enterprises to improve quality and efficiency. The oil and gas technological innovations can invigorate oilfield enterprises to fulfill these objectives. Enterprises should make the oil and gas technological innovative results tangible, priced and commercialized while appraising the performance of technological innovations. The oil and gas enterprises should innovate their distribution of resources, focus on an integrated industrial chain, and optimize oil and gas resources by means of information technology and resource-optimizing models. Meanwhile, they should also internally implement a work mechanism for cost-effectiveness, raise the value chain by means of oil and gas marketing model and innovative policies, optimize market distribution in accordance with oil and gas market admission reform, and adjust the market structure on the basis of oil and gas industrial supply-side structural reform, bringing about marketing innovation under the Internet environment. In the process of quality and performance improvement, they should highlight the roles of multi-cultural innovative elements in the efforts for innovation of the oil and gas cultural system in order to create a good cultural innovative environment and atmosphere, both internally and externally.
