沙特达兰技术谷创新生态圈的建设与管理分析

摘要： 沙特达兰技术谷是在沙特政府、沙特阿美公司的支持下，由法赫德国王石油矿业大学逐步建立起来的， 其目的在于吸引当地和国际公司的研发力量、催生新公司，成为提供多种业务支持的顶级研究和技术开发中心，目前 沙特达兰技术谷已经成为中东地区著名的石油科技园区和产业聚集区。介绍了沙特达兰技术谷的建设背景、园区建设 与入驻情况、沙特达兰技术谷公司及其管理模式、产业孵化器，以及技术商业化等情况。针对我国油气科研情况，建 议在我国自主创新示范基地，依托大学、大型国有石油企业集成国内外油气创新资源，完善技术创新链，推动科技体 制机制改革，创新管理模式，支持双创，形成创新生态圈。

Abstract: Under the support of Saudi Arabia government and Saudi Aramco, Dhahran Technology Valley (DTV) has become the most famous oil science park and business cluster in the Middle East, which was built by The King Fahd University of Petroleum and Minerals (KFUPM). Its objectives include attracting R&D centers from local and international firms, promoting new businesses and becoming a leading research and technology development nucleus with comprehensive business support. In this paper, we introduced the construction background, the situation of park construction and occupancy, Dhahran Technology Valley Company and its management model, business incubator and technology commercialization. According to the current R&D situation of oil & gas in China, we suggested to collect domestic and abroad innovation resources in independent innovation demonstration bases under the support of universities or SOEs, complete technology innovation chain, prompt science & technology system reform, improve management mode, support mass entrepreneurship and innovation and form innovation ecosystem.
