    Research and Practice of High-quality Development Brought About by Petroleum Research Institutions

    The enterprise is the main body for implementation of the innovation-driving development strategy. The scientific research institutes of conglomerates are the main forces of technological innovation in the related fields at the national and industrial levels. As one of CNPC’s pilot units for restructuring, CNPC Tubular Goods Research Institute has taken a series of steps to promote its high-quality development. With a clear-cut target, the research institute spared no efforts to create the three platforms of technological innovation, quality standards and higher achievement-based performance, setting up an innovation system for high-quality development. Focusing more efforts on reform, it strengthen the talents-fostering and incentive mechanisms, established the two-sequence professional level system, created a good environment for innovation result-oriented performance, opened itself to the outside world for business development, constructed the platform for cooperative study of specialized technology both at home and abroad, tried to have a louder voice in the areas of international specialized research and standards, and developed the cooperative and sharing innovation mechanism. Centering the major engineering projects and production demands to promote research and innovation, it also made breakthrough in the key application technology of high-strength steel for pipelines, developed new products and new technology of petroleum pipes, accumulated new knowledge for analysis of major failure accidents in the area of petroleum and petrochemical materials, and achieved new results for original innovation and stockpile of technological research in advance. These above-mentioned measures provide an effective technological support for CNPC to develop its main businesses, paving a characteristic way for high-quality development brought about by petroleum research institutions.
    Evolution and Enlightenment of Domestic and Foreign Oil and Gas Resources Classification

    This article analyzes the characteristics and background of a dozen of oil and gas resources classification both at home and abroad. China has GBn 269-1988 “Petroleum Reserves Standards”, “Petroleum and Natural Gas Reserves Standards” (Revised in 1997), and GB/T 19492-2004 “Petroleum and Natural Gas Resources/Reserves Classification”. The typical international classifications include 3P classification, mineral reserves and resources classified by USGS and USBM, petroleum reserves classified by Norway in 1996, Russian classification in 1997, and PRMS-2007. The article reviews the communications between the Chinese experts and their international counterparts in this area. To improve management of oil and gas resources, it is necessary to constantly summarize and perfect resources classification that aims at generality, continuity, extendibility and precision, while focusing on emancipation and development of production power. China should take an active part in formulation of the world petroleum industrial technological standards so that it can have a louder voice in this area. As for management of oil and gas business, China should appropriately bridge the gaps between the State and enterprises and between the resources and assets.
    Thinking and Suggestions on How to Stabilize China’s Oil Industrial Development under New Situation

    As the global pandemic continually rages, the world falls into economic depression with the demand dwindling and the pessimistic feeling lingering. The demand-supply imbalance and limited storage capacity lead to collapse of international crude oil prices. Global political and economic landscapes are changing quietly. China and the United States are the economic and trade crossroads of the world. The trend for “de-globalization” and cooperation in the new areas becomes more obvious than ever. China’s petroleum industry is facing a stern challenge. Therefore, it is proposed that the following measures be taken to stabilize the industrial development: (1) Oil exploration and development should be kept stable while domestic supply is ensured on a certain scale. (2) Market reform of oil and gas upstream sector should be continually enhanced with the relative policies formulated in time to create a healthy business environment. (3) Oil consumption should be stimulated in a scientific way to alleviate the inventory pressure of oil products and increase stockpiles of crude oil. (4) China should take active measures to adapt itself to the current situation and continue to enhance cost-effectiveness and technological research. (5) The reasonable proportion of the domestic and foreign resources should be made in a scientific way while capital merger and acquisition should be made cautiously. (6) China should take full advantage of its market superiority to establish a fair and just oil and gas prizing mechanism and have a louder voice on the international market.
    Enlightenment from Dilemma of US Shale Oil Development under Low Oil Prices

    US shale oil and gas development model has become the successful pattern for global unconventional oil and gas development and been brought under wide imitation. According to the analysis, a number of factors hold the key to its success, such as “horizontal well + volume fracturing” technology to improve the single-well production, continual cost-effectiveness by means of technological and managerial innovation, and raising fund at low cost. However, there are some bottlenecks in sale oil development, such as continuous high investment, high cost and rapid declining of the single-well production, and low production factor. Those are the critical problems which caused the difficulties for US shale oil production business under low oil prices. The low-grade and unconventional resources will be dominant in China’s newly proven reserves in the future and come under development in an unconventional way. Therefore, China will face the same bottlenecks as what the United States has faced in its shale oil development. It is proposed that China should accelerate reform of its exploration system and mechanism and encourage the efforts for expansion of exploration into the new basins and deepwater areas through the preferential policies, making preparations for substantial strategic replacement. Meanwhile, the oil companies should focus the efforts on the new zones and new fields in the key basins to bring about significant growth in oil production and reserves.
    Analysis of Countermeasures Taken by Petrochemical Enterprises for Rapid Coal-to-Olefin Development

    China’s coal-to-olefin industry has been under rapid development in recent years. As of the end of 2018, the coal-to-olefin productivity (including methanol to olefin) totaled 1302×104t/a, occupying 21 percent of China’s total oflin productivity (ethylene + propylene). Currently, the coal-to-olefin project calls for high investment. It has a certain profit-making space when the crude oil prices are at high and medium levels, but the products are of serious homogeneity and low ends. The imbalance in distribution of coal and water resources is one of the main bottlenecks for coal-to-olefin development. The CO2 discharge from the production process is relatively high. The future development will face the issues of carbon taxes and cost. China sees a rapid growth in coal-to-olefin productivity, which is positively supplementary to petrochemical products to some extent. However, it also exerts more and more impact on the oil-to-olefin market. This competitive relations will be more obvious during the 14th Five-Year Plan period. The petrochemical enterprises should take advantage of the oil refining-chemical integration and petrochemical-chemical industrial chain to reduce the olefin production cost, accelerate transformation of oil refining to chemical industry, continue to optimize product structure, strength technological innovation, develop differential, high-end and high value-added products, continually enrich the current product structure and industrial chain, and further improve their own competitiveness.
    Research on Standardized Management of “The Belt and Road” International Energy Cooperation

    The Belt and Road Initiative offers the new options and paths for energy cooperation among the countries along the itinerary, thus bringing about a good development trend for international energy cooperation. However, some hidden faults in this area arose with more and more extensive cooperation. The issue of standardization management in particular gradually appeared and kept energy cooperation from high-efficiency development. Based on the present conditions of the Belt and Road international energy cooperation, this paper analyzes the differences among the main cooperative bodies in terms of energy management system, law standards, technological standards and social culture. It also constructs the standardization management framework of the Belt and Road international energy cooperation, which is composed of the support system, operational mechanism and guarantee mechanism. Standardization is used to create the “gathering and cooperative platform” and make the energy standardization systems of various countries compatible, thus obtaining the best cooperation order. To accelerate establishment of international energy cooperation standardization, this article comes up with the relative policies and suggestions which call for strengthening coordination at the level of laws and regulations, mutually accepting at the level of technology, stepping up integration at the level of system and promoting compatibility at the level of culture on the basis of sharing the standard-related information of various countries.
    Construction and Development of CNOOC Offshore Engineering Standards System

    Continually enriched and perfected, CNOOC engineering standards system has been formulated and developed for more than three decades. Initially, the system of engineering standards was based on the industrial standards by means of foreign cooperation kicking off construction of the standards system. As a result, the first version of the standards system was released at the end of the 20th century. The interfaces of industrial standards and corporate standards have been gradually and clearly defined during the “10th Five-Year Plan” and the “11th Five-Year Plan” periods. The international standards and advanced foreign standards were used as the main versions of the adopted standards to construct the preliminary engineering standards system. The standards have been independently developed and revised on the basis of technological innovation in the recent decade. A series of standardization documents, such as design guide and general specifications, have been formulated in the efforts to study the standards system and key criteria, thus continually developing the standards system. The next step is to make an active involvement in formulation and revision of the international standards, foster and develop the institutional standards, and focus on such technological areas as intelligent oilfields, floating facilities, subsea production system, subsea pipelines and natural hydrate development, continuing to push ahead with construction of the standards system that covers the full periods of engineering construction.

    A new round of industrial and technological revolution is just unfolding. The disruptive technology plays an important role in promotion of the company’s technological progress and improvement of the core competitiveness. The disruptive technology is the strategic innovative technology that can entirely or substantially replace the traditional or mainstream technology. It has remarkable characteristics in the technological breakthrough, substitution, perspectiveness, market universality, transformation and uncertainty. A special institution is launched in innovative management of disruptive technology in the United States, Japan, Germany and Russia, with the project manager responsibility system put in place. The innovation process is both mission-guided and problem-guided. The foreign famous enterprises like Alphabet and Microsoft attach importance to investment in research and development of disruptive technologies and market acquisition. They scientifically and objectively evaluate the project feasibility and get ready to terminate the commercially and technologically inapplicable projects at any time. This paper comes up with the suggestions that China’s petroleum enterprises should make active efforts for strategic planning of disruptive technologies, strengthen reform of technological system and mechanism, and energetically promote the project manager responsibility system.
    Thinking and Suggestions on Accelerating Incubation and Transformation of Technological Achievements from Scientific Research Institutes of Companies

    Incubation and transformation of technological achievements, as the key link of technological innovation, are the important standards for evaluation of technological innovation capability and economic development level. The present efforts should be focused on how to accelerate incubation and transformation of technological achievements and eliminate the bottlenecks restricting innovation development. Orienting at the research institutes of companies, this paper analyzes the policy environment and current transformation conditions for incubation and transformation of technological achievements at the national, local and corporate levels. It also focuses on a series of problems existing in the transformation process of technological achievements from the research institutes of companies, such as lack of specialized transformation platforms and talents, inappropriateness of transformation mechanisms, singularity of fund-raising channel for incubation and transformation, investment of inadequate fund, and ineffectiveness of incentive measures. To solve those problems, this paper comes up with the countermeasures and suggestions which include construction of specialized platforms, launch of innovative ventures, perfection of systems and mechanism, such as incentive measures and business support, confirmation of success, and evaluation of value, search of the applicable roadways for transformation of state assets and technological achievements, and construction of the coordinated and innovative industrial systems for incubation and transformation of technological achievements. In addition, it also presents some cases of success to support those suggestions.
    Trends and Strategies of Chinese and Foreign Digital Oilfield Technological Development

    International oil companies have increase the proportion of digitalization to technological investment in recent years. Digitalization has become an important area in technological cooperation between oil companies and service companies. The companies of different types focus on the different areas. Independent oil companies are concerned with the digitalization scheme that can take effect in a short term and reduce the cost directly. Multinational oil companies are in favor of the integrated platform and scheme that can improve overall efficiency. The study indicates that the digital transformation scheme for the oil and gas upstream sector includes five categories -- automatic production optimization, predictive maintenance, industrial IOT, intelligent commissioning of new offshore facilities, and offshore equipment remote-control. This paper makes introduction of three typical cases both inside and outside China -- intelligent oilfield operated by Shell, natural gas HSE digital management in Australia, and application of digitalization at China’s Xinjiang Oilfield. In the highlight of China’s oil industrial digital transformation, it also points out that it is of vital importance to identify the digital transformation path that is in line with the human resources strategy. The digitalization project at an appropriate scale can be selected on the basis of old oilfields. Centering technological innovation, the advanced oilfield digital transformation should be closely linked to the sophisticated technologies, such as automatic oil reservoir estimation, intelligent reservoir control, IOT and robot.
    Study and Application of Integrated Performance-evaluating Platform for Oil and Gas Fields

    Against the background that China has stepped up the efforts for oil and gas exploration and development at home, the oil and gas field enterprises are facing a challenge for bringing about high-efficiency development to highlight both production and performance in the exploration and development process. Cloud technology and big data concerning investment and production are used to combine exploration and development with production and business operation and establish the “cloud desktop” management model with an integration of cloud computing, storage, processing and sharing. The integrated performance-evaluating platform for oil and gas fields has a number of functions and modules, covering evaluation of single-well performance, evaluation of measures, evaluation of horizontal wells, and the performance and production-to-cost model. Based on the technological-economic matching model for production, the platform can help bring about conversion from productivity to benefits, identifying the direction for lower cost and higher efficiency. It can be used to follow-up the progress of productivity construction, keep the results of newly-drilled wells abreast in time, ensure the positive roles of production from the new wells on the performance of the oil area, and scientifically guide development and adjustment of the new wells. It can also make an in-depth analysis of oil and gas production performance structure, tighten control over performance, consolidate the foundation of oil reservoir operation and management, and accelerate transformation of management methods. The platform has played a great role in helping Liaohe Oilfield improve its quality and efficiency, making evaluation of oil and gas oilfields’ performance more accurate and scientific.
