    Deepwater --- Sustainable Development Strategy of CNPC

    Currently, CNPC’s exploration and development is shifted to non-conventional resources from conventional resources, to offshore areas from onshore areas and to deepwater areas from shallow sea areas. CNPC has already prepared itself for deepwater exploration and development in terms of resources, service capability, and technological competence. However, the company is still far from international advanced level thanks to its insufficient deepwater engineering technological ability. It is necessary for the oil giant to adopt a pattern different from its traditional onshore development. To meet the demand for deepwater exploration and development, this paper comes up with the deepwater target of CNPC, draws a roadmap for development and appraises operation pattern, arrangement of equipment, key technologies, cultivation of talents, and HSE management. It also proposes to formulate the deepwater engineering technological development plan and implementation schemes to promote the preliminary preparations for key equipment and facilities while seeking preferential policies.
    Sustainable Development of CNPC’s Downhole Service Business

    Downhole service technology has become increasingly important owing to continuous business expansion of downhole service and changes in downhole service market monopolized by petroleum majors. As compared to its counterparts both at home and abroad, CNPC is left behind in terms of downhole service. The problems existing in sustainable development of downhole service include imperfect management system, inflexible operating mechanism, deviated strategic positioning, unsatisfactory technological service, non-standard market competition and unreasonable pricing mechanism. In the light of those problems, this paper proposes a number of measures, such as continually restructuring to consolidate backbone position of donwhole service, perfecting technological creation system for development of frontier technology, standardize market competition to increase the capacity for market expansion, optimizing the structure of human resources to step up the stimulation mechanism for talents, making a reasonable pricing mechanism for a standard settlement process, and designing at top level to converse the operating mechanism. Implementation of those measures will help CNPC improve its competitiveness for downhole service and bring about sustainable development of downhole service business.
    Accelerate Policy Research on Compact Gas Development

    This paper analyzes the present conditions of China’s non-conventional natural gas exploration and development and compact gas strategic positioning in terms of resources, technology, economic performance and production scale. The paper also briefs about the related policies to encourage compact gas development in developed countries (the United States) and developing countries (Pakistan). In the United States, the government has formulated the preferential policies for taxation and price and invested a large amount of fund for technological research and development, thus creating a good situation for large-scale development. The Pakistani government has also released a series of preferential policies for compact gas development, but development still faces difficulties at the present time thanks to shortage of development technology and equipment, indifference from investors, and security issues. China is rich in compact gas resources and has a great potential for development. To accelerate compact gas development, a number of measures are proposed, such as adopting government-subsidized policies, offering preferential price for “high-cost gas sources”, increasing governmental investment, and encouraging research and development of new technology for compact gas development

    China National Petroleum Corporation has attached great importance to conversion and application of technological results and increased investment in technological research and development to encourage pilot application, industrialization and extension of technological results. The company’s policies efforts are focused on follow-up development of the technological research projects to highlight application of important technology in production sector. Technological management work is concentrated on conversion of technological results into production power. In recent years, the company has released a series of policies to support conversion of technological results, perfect project management for application of research results, step up laboratory and field experiments to improve maturity of research results, and create the conditions to promote industrialization of research results. Remarkable achievements have been made in promotion of new technology owing to those effective measures. This paper discusses the problems related to conversion of results and promotion of new technology, such as management of enterprises, quality of staff members and capability of technological application. It is proposed to highlight the position of technological conversion, continue to release preferential policies to encourage technological application and enhance market operation of technological results.
    Coordination and Management of State Dedicated Logging Project for Oil and Gas Development

    Project of “Important Technology and Equipment for Oil and Gas Logging” is one of the State’s key dedicated projects for oil and gas development listed in the country’s “12th Five-Year Plan”. The project has a lot for research with high requirements and participation of many units from a variety of sectors. Therefore, it is difficult for organization and coordination of the project. Based on the related requirements on the state dedicated projects, it is necessary for the project to pass the annual special inspection and on-the-spot supervision by experts and come under network management so that the project can be implemented smoothly and make substantial achievements. With a combination of production, research and application, the research project should be coordinated to accelerate conversion and application of research results and make breakthroughs in frontier key technologies through international cooperation. It is also necessary to establish the related facilities and cultivate the talents for improvement of independent creativity. The achievements of this project have remarkably improved China’s key competitiveness for logging technology and ability for supporting oil and gas exploration and development.
    Creative Management of Important Technological Projects for Second West-East Gas Pipeline

    Important technological projects are of great significance to integration of resources and improvement of independent creativity. With involvement in the important technological projects for the second West-East Gas Pipeline, CNPC Tubular Goods Research Institute adopted a series of measures for project management, process control, cooperative pattern, creative structure and standardization research. Those measures were focused on perfecting the project management system, bringing comprehensive advantages into full play, enhancing records management, controlling project process and quality, completing design at the top level, improving ability for creation, launching creative cooperative pattern, establishing platform for exchange and communication, making full use of standardization, and formulating policies to stimulate technological creation. Those measure and methods made the technological research projects dedicated to the second West-East Gas Pipeline extremely successful and helped China’s pipeline construction stand in the forefront of the world pipeline industry, significantly expanding China’s influence on the international pipeline sector. The experiences can be borrowed and extended both at home and abroad.

    The project of “Large-scale Oil and Gas Fields and Coal-bed Methane Development” is one of the sixteen science and technology major projects listed in the platform of the State long- and medium-term science and technology development plan. This key project was launched as an important measure to implement the nation’s oil and gas strategy. Based on their experiences in involvement of the oil and gas national science and technology major project, the authors make briefings about the basic conditions and of the project and formulation of the feasibility study, contract for tasks, budget for expenditure, materials for authentication of research results, report on technological examination and report on financial examination. The suggestions are put forward to standardize the work scope, such as the research tasks of the same unit put together at the time of submitting the feasibility study and contract for tasks, the formulation fund being no more than the indirect expense, the units allowed to use the fund raised by themselves, the authentication materials of research results supposed to make it clear that the project is funded as one of national science and technology major projects, and the time included within the commencement and termination of the project. Those suggestions are offered to the researchers and managers of the project for reference in an attempt to better complete the research tasks of the oil and gas national science and technology major projects.

    To evaluate efficiency of technological projects is an important integral part of project management. Scientific and objective evaluation of efficiency is an important link and inevitable trend for technological activities. Efficiency evaluation of technological projects is to make a systematic and objective analysis of the target, implementation process, economic performance, effects and influence of a completed technological project to improve the decision-making and management level of technological projects and economic performance of investment. This paper briefs about the present conditions for efficiency evaluation of technological both at home and abroad elaborates the scope, main content and process for efficiency evaluation of technological research projects from petroleum enterprises. Pointing out such issues as lack of the standard system and appropriate evaluation system, the paper also comes up with a series of suggestions on efficiency evaluation of the company’s technological projects, such as perfecting the evaluation system, enhancing the study of evaluation method, and establishing the feedback and application mechanism for evaluation information

    To improve management level of exploration and development integration and key corporate competitiveness, Jiangsu Oilfield made an investigation and analysis of information network within its whole scope and established the platform of digital center and business coordination for integration of oilfield exploration and development. This platform is constructed in three stages that mainly two parts ¨C reconstruction of data environment and integrated software development. The logic configuration of platform is composed of operational environment, high-level data environment based on theme bank, business application system and data sharing service platform, with a multiple of functions, such as source data acquisition, data processing, data storage, data consulting and statistics, and data service. Based on the platform, the oilfield information network is closely combined with exploration and development business, bringing about coordination in integration of multidisciplinary business and making remarkable achievements in exploration and development business.
    Issues Concerning Later Development Period of Buried Hill Reservoirs in Huabei Oil Area

    A number of fractured buried hill oil and gas reservoirs have been discovered and brought under development in Huabei region since the 1970s. This paper makes briefings about the present reserves, geological characteristics and development situation of buried hill reservoirs as well as the bottlenecks of high water cut and low production in the later development stage of those reservoirs. To improve operation of oil reservoirs and economic performance, it is proposed that oil companies should timely turn to the development pattern that is focused on geothermal exploitation instead of oil production, establishing a new-type industry for oil and gas development in common with geothermal resources. As for the stage that is focused on geothermal development, it is proposed to explore the new mechanisms for business management and utilization, promote development on a large scale, and enhance dynamic management

    Deepwater Drilling Technological R&D and Management of Petrobras

    Petrobras is an international leader in deepwater, ultra-deepwater and pre-salt oil and gas exploration and development technologies thanks to its long-term offshore oil and gas business operation. To meet the stern challenges from deepwater and pre-salt oil and gas exploration and development, the company has formulated and implemented a series of strategic technological development plans and committed itself to extensive cooperation and policies for technological creation to ensure technological breakthroughs and reduce the risks for research and development. All the projects have specific development roadmaps in the highlight of the time nodes, R&D interfaces and intermediate result management. The company is not only the organizer of the R&D projects but also the participant and creator of the projects. In addition, more and more R&D cooperative projects are required to be executed in Brazil in an attempt to localize technology and equipment, thus promoting engineering technological development in the country. Those experiences are worthy to be borrowed by Chinese enterprises in their international cooperation.
    Study Maintenance of Patents by ExxonMobil in the United States

    Based on the legal data of patents, this paper analyzes authorization and validation of patents by ExxonMobil in recent years including the technological distribution and surviving life of valid patents as well as the annual patent maintenance fee, thus obtaining the basic characteristics of maintaining the patents by the company. ExxonMobil’s average rate of valid patents has reached 70 percent in the United States, with an annual cost of more than 100 million yuan for its patents worldwide. It maintains its patents at a high level. ExxonMobil implements different policies for maintenance of it patents in different technological fields. The upstream rate of patents maintained is higher than the rates in the downstream and chemical sectors. As for maintenance of patents by the Chinese oil enterprises, this paper proposes a series of measures, such as setting a clear target, submitting applications as required, examining the patents periodically, establishing the outdating system and the patent business conceptions, and enhancing business management, in order to turn the “costoriented” pattern into the “profit-oriented” pattern.
