Abstract: This paper analyzes the present conditions of China’s non-conventional natural gas exploration and development and compact gas strategic positioning in terms of resources, technology, economic performance and production scale. The paper also briefs about the related policies to encourage compact gas development in developed countries (the United States) and developing countries (Pakistan). In the United States, the government has formulated the preferential policies for taxation and price and invested a large amount of fund for technological research and development, thus creating a good situation for large-scale development. The Pakistani government has also released a series of preferential policies for compact gas development, but development still faces difficulties at the present time thanks to shortage of development technology and equipment, indifference from investors, and security issues. China is rich in compact gas resources and has a great potential for development. To accelerate compact gas development, a number of measures are proposed, such as adopting government-subsidized policies, offering preferential price for “high-cost gas sources”, increasing governmental investment, and encouraging research and development of new technology for compact gas development

摘要： 从资源、技术、经济效益、产量规模等方面,分析了我国非常规天然气的勘探开发现状及致密气的战略定位,介绍了发达国家(美国)和发展中国家(巴基斯坦)鼓励致密气开发的相关政策:美国,政府在税收和价格方面给予优惠,投入大量资金支持技术研发,为其大规模开发打开良好局面;巴基斯坦政府针对致密气开发也出台了一些优惠政策,但因缺乏开发技术和设备,投资者反映冷淡,再加上安全问题,目前开发仍面临困难。我国致密气资源基础雄厚,开发潜力巨大,为推动其快速、全面动用,建议采取财政补贴政策、对"高成本气源"提供价格优惠、政府加大投入力度、鼓励致密气开发新技术研发等举措。
