Abstract: To evaluate efficiency of technological projects is an important integral part of project management. Scientific and objective evaluation of efficiency is an important link and inevitable trend for technological activities. Efficiency evaluation of technological projects is to make a systematic and objective analysis of the target, implementation process, economic performance, effects and influence of a completed technological project to improve the decision-making and management level of technological projects and economic performance of investment. This paper briefs about the present conditions for efficiency evaluation of technological both at home and abroad elaborates the scope, main content and process for efficiency evaluation of technological research projects from petroleum enterprises. Pointing out such issues as lack of the standard system and appropriate evaluation system, the paper also comes up with a series of suggestions on efficiency evaluation of the company’s technological projects, such as perfecting the evaluation system, enhancing the study of evaluation method, and establishing the feedback and application mechanism for evaluation information

摘要： 科技项目效能评估工作是科技项目管理的重要组成部分,科学、客观地效能评估是科技活动中的重要环节和必然趋势。科技项目效能评估是对已完成的科技项目的目的、执行过程、效益、作用和影响等进行系统、客观的分析,以提高科技项目决策、管理水平和科技投入的效益。文章介绍了国内外科技项目效能评估现状,阐明了石油企业科研项目效能评估的范围、主要内容及流程,指出了面临的缺乏规范制度及适应的评估体系等问题,对公司科技项目效能评估的开展提出健全评估制度、加强评估方法研究、建立评估信息反馈及应用机制等建议。
