Creative Management in Industrial Conversion and Upgrading of Huabei Oilfield

华北油田产业转型升级中的创新管理

Abstract: Huabei Oilfield has been brought under development for nearly 40 years. The underground resources of the old field became poor in quality with the development cost rising year by year. Many in-depth contradictions loomed large owing to unreasonable industrial structure. Taking advantage of the opportunity, PetroChina Huabei Oilfield Company energetically promoted industrial structural adjustment and highlighted industrial conversion and upgrading as basic strategic point for sustainable development. Guided by the strategy of “resources, market and diversification,” the company is striving to construct a development pattern that is “dominated by conventional oil and gas business and extended into the industrial chain of both upstream and downstream sectors with the proportion of clean energy continually rising.” Under the precondition of keeping the oil and gas production stable, the company accelerate development of new energy, downstream business of natural gas, construction of gas depots as well as energy saving and reduction of emission, setting the old oilfield on the track of sustainable and healthy development and expanding the economic scale of the enterprise for higher economic performance.

摘要: 华北油田开发已近40 年,老油田地下资源劣质化、开发成本逐年升高、产业结构不合理、各类深层次矛 盾日渐凸显。中国石油华北油田公司抢抓机遇,积极推进产业结构调整,把产业转型升级作为可持续发展的战略基点, 以“资源、市场、多元化”战略为指导,努力构建“常规油气业务为主导、上下游产业链纵向延伸、横向集群扩张、 清洁能源占比不断攀升”的内涵式发展格局。在保障常规油气产量稳定的前提下,加快发展新能源、天然气下游业务、 储气库建设和节能减排等新兴重点业务,使老油田走上了可持续健康发展的道路,企业经济规模不断扩大,经济效益 不断提高。
