Opportunities and Challenges Confronted by China’s Petrochemical and Chemical Industry in New Development Stage

摘要: 从石化化工行业发展历程和经验、现状及面临的宏观环境等维度,论证我国石化化工行业进入新发展阶段,指出行业既面临创新能力提升、产业结构和布局优化、能源效率提高、数字化赋能等机遇,也面临国际竞争力不强、现有产品结构不能灵活应对市场变化、现有技术水平无法有效支撑高质量发展的挑战。提出我国石化化工行业必须顺应环境变化和发展趋势,抓住机遇,应对挑战;不断加强自主创新和集成创新能力,稳健提升产业链稳定性和竞争力;加速产业结构调整与转型升级,大幅提升化工新材料保障能力;优化调整产业布局,加强引导和规范,推进高水平集聚发展;加快产业数字化转型,赋能企业运营管理水平;推动绿色循环低碳发展,提高本质安全和清洁生产水平。

Abstract: From the angles of the country’s petrochemical and chemical industrial development history and experience, current conditions and macro environment, this paper elaborates the new development stage of China’s petrochemical and chemical industry, pointing out that the industry faces the opportunities of improving innovation capabilities, optimizing industrial structure and distribution, boosting energy efficiency and empowering digitalization. However, the industry also faces a series of challenges, such as inadequate international competitiveness, inflexibility of existing product structure to meet the market changes, and the existing technological level unable to effectively support high-quality development. The paper proposes that China’s petrochemical and chemical industry should conform to the environmental changes and development trends, taking advantage of the opportunities and challenges. In addition, the industry should continually enhance the Independent innovation and integrated innovation capabilities and steadily improve the stability and competitiveness of the industrial chain, accelerate industrial structural adjustment and transition and significantly boost security of the new chemical materials, optimize and adjust industrial distribution to guide, standardize and promote high-quality and concentrated development, speed up industrial digitalized transition to empower corporate operational management capability, and promote green and low-carbon circulated development to improve substantial safety and clean production level.
