基于投入产出的科研院所创新效率评价研究

Research on Input-output Based Evaluation of Innovation Efficiency of Research Institutes

摘要: 针对目前业界对创新效率的评价、考核和激励机制相对缺乏的现状,从科技投入和产出分析出发,构建科技创新效率的评价指标体系,选取评价方法,确定综合评价指标权重。其中科技投入包括人力资源、科研项目经费投入、科研事业单位补助费等,经济效益产出主要考虑营收、利润等,知识产品产出包括发明专利、制修订标准、发表论文等指标。以中国石油集团某直属研究院为例,对“十三五”期间的创新效率进行评价,并就合理选择评价指标、发挥好科技投入的导向作用、着力提升人才价值等方面提出建议,以优化投入模式,激励创新产出,为加快建设世界一流研究院提供支撑。

Abstract: Focusing on shortage of evaluation, examination and incentive mechanism of technological innovation efficiency currently needed in oil industry and based on analysis of technological input and output, the evaluating index system of technological innovation efficiency was constructed to select the evaluation method and determine the weights of comprehensive evaluating indexes. Of this system, the technological input included human resources, fund invested in the scientific research projects, and subsidies for scientific research institutions. The output in economic performance mainly covered business revenues and profits. The output of intellectual products included such indexes as invention patents, criteria of formulation and revision, and published theses. Taking the CNPC-affiliated research institutes for examples, this paper comes up with the suggestions on evaluation of innovation efficiency, reasonable selection of evaluating indexes, guidance of technological investment, and improvement of talents value during the 13th Five-Year Plan period. Those suggestions can optimize the input model and stimulate the output from innovation, thus helping accelerate building of the world’s first-class research institute.
