摘要: 战略是对企业全局性、长远性、方向性问题的统筹谋划,是指导企业发展的行动纲领。中国石油改制组 建以来,以战略制胜的理念,坚持企业发展战略研究,加强战略制定和落地实施。公司发展战略经历了4 次较大的调 整完善:(1)组建之后至2004 年,确定企业宗旨、实施五大战略,形成建设具有国际竞争力的跨国企业集团的战略 思路;(2)2005 年,实施三大战略,提出率先建成一流的社会主义现代化企业和具有国际竞争力的跨国企业集团的战略; (3)2008 年提出建设综合性国际能源公司的奋斗目标和战略部署;(4)2016 年以来提出稳健发展方针,实施四大战略, 建设世界一流综合性国际能源公司。中国石油经过18 年的发展演变逐步形成了一整套较为完善、自具特色的战略体系, 引领企业取得了发展成就,从中也获得不少启示。

Abstract: Strategy is a company’s unified plan for panorama of its business conditions and long-term development direction. It serves as an action platform for the company’s development. CNPC has pursued the “put strategy first” conception, adhered to the research on corporate development strategy, and enhanced the efforts for formulation and implementation of strategy since restructuring of the company. The corporate development strategy has come under four main adjustments: (1) From restructuring to 2004, the company defined the corporate guideline and five major strategies and determined the strategic principles for establishing itself into a multinational group with international competitiveness. (2) In 2005, the company started to implemented three major strategies and formulated the strategy to build itself into a first-class socialist modernized enterprise and a multinational group with international competitiveness. (3) In 2008, the company came up with the strategic objective to build itself into an integrated international energy company. (4) The company has strived to build itself into the world’s first-class integrated international energy company under the principle of sustainable development and on the basis of four major strategies since 2016. In the 18-year development process, CNPC gradually established a complete set of perfect and characteristic strategic system that has enabled the company to make a lot of development achievements.
