Discussion on Strategic Countermeasures of Leading Reserve Technology for Petroleum Development in China

我国油气超前储备技术战略对策的探讨

Abstract: Diversity of oil and gas resources is a double-edged sword. On the one hand, it shows clearly the direction and brings about hope for the development of urgently needed oil and gas reserve resources; on the other hand, a series of new problems that the development of diversified resources comes across present unprecedented challenge to oil and gas technology. Carrying out strategic research on leading reserve technology could resolve unfavorable factors. This paper introduced the four breakthroughs made in the development history of China's oil and gas technology and the six global advanced supporting technologies. Through comparing the advantages and disadvantages between domestic and foreign oil and gas technologies, this paper put forward the features that leading reserve technology should possess, gave five objectives of the strategy of China's leading oil and gas reserve technology, designed nine strategic countermeasures, and showed the prospect for oil and gas technology from 2020 to 2030.

摘要: 油气资源多样化是把双刃剑,一方面给十分紧张的油气后备资源发展指明了方向,带来了希望;另一方面由于多样化资源的开发遇到一系列新的问题,给油气科学技术提出了前所未有的综合性挑战。进行超前储备技术战略研究可以大大化解不利因素。文章介绍了我国油气技术发展历程中的4次突破,以及形成的处于世界领先地位的6项配套技术。通过国内外油气技术的优劣势对比,提出了超前储备技术应该具有的特点,给出了我国油气超前储备技术战略的五大目标,并就此设计了9项战略对策,对2020-2030年的油气技术前景进行了展望。
