On Technological Innovation Capability of PDVSA

Abstract

Abstract: PDVSA has huge oil & gas resources, but weak technological innovation capability. It adopts the strategy of "technology catching-up", the most important of which is the heavy oil exploitation and processing technology. This paper discusses the development process of technology, the technology strategy, the technological innovation organization and management, the R&D investment, and the R&D staff management of the company.

摘要： 委内瑞拉国家石油公司(PDVSA)具有资源优势,但技术创新能力较弱,采取的方式是技术追随,最重要的技术发展领域是重油开采和加工技术。文章对该公司的技术开发历程、技术战略、技术创新组织、技术创新管理、研发投入、科技人员管理等进行了评论。
