Abstract: Focusing on the national development strategy, petroleum industrial development strategy and oil enterprises’ development strategy, this paper systematically elaborates the targets and main contents of petroleum science and technology plans in the past 58 years from China’s First Five-Year Plan (starting from 1953) to the 11th Five-Year Plan (ended in 2010). It reviews the process of the country’s petroleum science and technology development and unveils the basic connotations of the development strategy as well as the guiding roles of the science and technology development strategy. It also elaborates the results achieved in implementation of those science and technology development plans. The 11 five-year plans for science and technology development are clear in strategic orientations and implemented effectively in the highlight of the leading roles of science and technology plans. These science and technology development plans lead China’s petroleum technology up to a new level every five years.

摘要： ：从国家发展战略、石油工业发展战略、石油企业发展战略等方面，对我国1953—2010 年“一五”至“十一五” 长达58 年的石油科技规划目标和主要内容进行了系统梳理，回顾了我国石油科技的发展历程，揭示了发展战略的基本 内涵和科技发展战略的指导作用，阐明了战略的执行效果。11 个五年计划的科技发展战略方向明确、执行有力，科技 规划的引领作用明显、推动作用突出。正是这些科技发展规划的指引使我国石油科技五年迈上一个新台阶。
