摘要： 巴西国家石油公司是如何迅速崛起的? 其技术创新能力的逐步提高在此过程中起到了至关重要的作用。文章在介绍该公司创新能力发展提高历程的同时,分析了他们在技术创新的组织与管理(包括技术战略规划、技术创新组织体系等)、科技投入、科技人员管理等方面的做法和经验。公司通过"技术追赶"实现"技术领先",为后起国家石油公司发展提供了借鉴。

Abstract: How does Petrobras rise rapidly? Its increasingly higher technological innovation capability has played a vital role during the process. While introducing the development and enhancement of technological innovation capability of the company, this paper analyzes the experience of the company in organization and management of technological innovation (including strategic planning and organization system of technological innovation), technological investment, and staff management, etc. It achieves "technological leading" through "technology catching-up", providing reference for up-and-coming national oil companies.
