摘要： 在低油价带来全球石油产业链各环节大动荡的背景下，欧佩克再次提出“冻产”动议。就其能否达成协 议、能否真正按配额减产做出分析，预期是悲观的。进而指出国际石油市场进入了相对低油价的新时期，除了供需形 势变化外，科技进步是低油价得以持续的重要因素。我们还需对世界石油市场的新时期新格局进行更深入系统的研究， 以求选择可行的对策。

Abstract: OPEC proposed to freeze production again under the background of global petroleum industrial upheaval caused by low oil prices. This paper makes an analysis of whether OPEC can reach an agreement and cut production according to the quotas. The prediction is pessimistic. It points out that international oil market enters into a new period of relatively low oil prices. In addition to changes in the demand-supply situation, technological progress is also an important factor to maintain low oil prices. We should make an in-depth and systematic study of the new situation in the new period of global petroleum market in order to choose an applicable option.
