新疆油田 扩大油气开发合资合作模式选择

摘要： 针对新疆油田油气开发合资合作现状及进一步扩大合作规模，对比提出合资合作的3 种模式，即扩大合 作型、国有主导型、整体改造型，就其优劣势进行分析，结果表明，整体改造型模式对中国石油收入影响最小，对地 方税收贡献最大，推荐为首选方案。在此基础上，根据合资合作开发区块的筛选标准，优选出风城油田、昌吉油田、 金龙油田和玛北斜坡区可作为今后油气开发合资合作的重点领域与目标。深入分析和探讨了新疆油田扩大油气开发合 资合作的重要意义在于加强油气建设步伐、缓解投资压力、增加地方财政税收、处理复杂的油地关系、解决地方就业、 带动地方经济发展。从政策环境研究角度提出，扩大油气合资合作开发规模符合国家、地方和行业的现行政策要求， 时机较为成熟。

Abstract: Based on the present conditions of oil and gas joint venture and cooperation in Xinjiang Oilfield and further enlargement of cooperation scale, this paper comes up with three models for joint ventures and cooperation – cooperative model, State-owned enterprise dominant model and transformation model – and analyzes advantages and disadvantages of those models. The results indicate that transformation model has little influence on PetroChina’s revenues but has a significant contribution to local taxation. Therefore, transformation model is recommended as the first option. Based on the standards to select development blocks for joint ventures and cooperation, Fengcheng Oilfield, Changji Oilfield, Jinlong Oilfield and Mabei Slope were selected as the key fields and targets for oil and gas development joint ventures and cooperation in the future. Based on the analysis made in this article, enlargement of oil and gas development joint ventures and cooperation in Xinjiang Oilfield has an important significance in a series of areas, such as acceleration of oil and gas construction, alleviation of investment pressure, increase of local financial taxation, settlement of the complicated relations between the oilfield and the locality, and stimulation of local economic development. So far as study of the policy environment is concerned, enlargement of oil and gas development joint ventures and cooperation is in line with the current national, local and industrial policies and applicable at the present time.
