Abstract: Marketization is regarded as the basic characteristic and fundamental direction of China’s oil and gas industrial restructuring. Currently, the international oil prices are continually fluctuating at a low level while the domestic oil and gas market supply and demand are basically under balance, providing the conditions for further marketized reform of the oil and gas sector. Based on analysis of the market economic theory, this article comes up with the marketization target, the basic conditions, the effective pre-conditions for market competition and the required rules. It also analyzes the present conditions of the Chinese oil and gas industry. Currently, the markets of the domestic upstream, middle-stream and downstream sectors have already deregulated in an inverted pyramid format under the preliminary stage with the market environment for orderly competition gradually established. However, a series of issues still remains at the present time, such as imperfect market structure, lack of oil and gas pricing mechanism, enterprises unable to act as the backbone of market, inadequate functions of governmental supervision, coordination or support, and imperfect legal system for the industry. Taking into account the special industrial attributes, this article proposes to enhance the top design of marketization reform, adhere to the progressive reform principle, establish the oil and gas market pricing mechanism and perfect the market supervision.
