中国页岩油气革命路径探索——基于浙江油田页岩气开发实践

Research on China’s Shale Oil and Gas Revolution Path—Based on shale gas development practice from Zhejiang Oilfield

摘要: 中国页岩油气资源丰富,但面临着技术代际差距、经济评价体系脱节、市场化不足及外部干扰因素多等挑战,开发进度与资源禀赋不匹配。浙江油田以创新发展、协调发展、开放发展理念为引领,以昭通浅层页岩气和渝西大安深层页岩气开发实践为样本,提出了以内部收益率为基准的“两提一降”(提EUR、提效益效率、降投资成本) 策略,探索中国页岩油气革命的实现路径。昭通浅层页岩气依托本土化技术创新、先导试验柔性化、气价机制革新及产业链协同,实现从“常规模式”向“效益优先”转型。渝西大安深层页岩气通过精细技术研究提高EUR,全链条协同及市场化运作降本提效,钻井周期大幅缩短,单井钻井费用下降,实施控液提砂技术升级,平台累计节约超2000万元,后续将以持续工程创新推动技术革命向纵深发展。研究表明,本土化技术创新、全链条协同、效益优先开发范式、市场化机制深度应用及政策协同,是推动我国页岩油气规模化开发的关键路径。

Abstract: China is rich in shale oil and gas resources but faces a series of challenges in this area, such as technological gap, lack of the economic evaluation system, shortage of market mechanisms and some external interference. Therefore, development progress is unmatched with resource endowment. Led by the development conceptions of creation, synergy and deregulation and based on development of Zhaotong shallow-layer shale gas and Da’an area, western Chongqing deep-layer shale gas, Zhejiang Oilfield came up with the strategy focusing on improvement of EUR, improvement of performance and efficiency and reduction of investment cost, thus aiming at its internal revenue rate. The company made the efforts to study the path for realization of China’s shale oil and gas revolution. Zhaotong shallow-layer shale gas development was based on localized technological innovation, flexibility of pilot experiment, reform of the gas prizing mechanisms and synergy of industrial chain to bring about the transition from conventional mode to priority of economic performance. As for Da’an area, western Chongqing deep-layer shale gas development, EUR was raised by means of detailed technological research while synergy of full industrial chain and market-orient operation reduced the cost for higher efficiency with the drilling period and single-well drilling expense dramatically lowered. The platform cumulatively saved about 20 million yuan thanks to modernization of the liquid control and sand lifting technology. In the future time, Zhejiang Oilfield will further promote development of technological revolution on the basis of engineering innovation. The study indicates that localized technological innovation, synergy of full industrial chain, the “put economic performance first” development mode, application of market mechanisms and preferential policies are the critical path for China’s large-scale shale oil and gas development.
