天然气与新能源高质量融合发展路径研究——以甘肃省能源发展为例

摘要: 能源安全事关经济社会发展全局,近年来全球能源格局深刻变革,我国在“双碳”目标引领下,能源结构加速向清洁低碳转型,天然气成为重要过渡能源,全国范围内新能源与天然气融合发展实践已展开。文章立足甘肃能源发展现状,聚焦天然气与新能源融合发展,梳理了国家与甘肃省相关政策,分析了甘肃省拥有的资源禀赋优越、区位优势明显、产业基础稳固等优势,以及天然气供需矛盾、调峰能力不足、经济制约、政策和规划支持不够等问题。提出推动甘肃省天然气和新能源融合高质量发展的建议:一是试点构建多能协同的能源体系,通过探索新能源与气电联营、源网荷储一体化等模式,增强新能源电力系统的顶峰和灵活调节能力;二是大力发展可再生能源发电制氢项目,提升新能源就地消纳和能源保供能力;三是加快城市燃气掺氢安全技术攻关与示范应用,稳步推进运营实践,形成“可再生能源制氢+天然气终端利用产业链”;四是强化“天然气+新能源”产业扶持,完善价格机制,优化政策引导,促进天然气与新能源融合共进。

Abstract: Energy security holds the key to economic and social development. Profound changes have taken place in the global energy situation in recent years. Guided by the “dual carbon” goals, China has accelerated the transition to the clean and lowcarbon energy structure. Natural gas has become an important transitional energy. Integration between new energy and natural gas has been practised nationwide. This article focuses on the current conditions of energy development in Gansu Province and integration between natural gas and new energy. It elaborates the related the national and Gansu provincial policies and analyzes the Gansu's advantages in this area, such as enrichment in resources, clear geographic advantages and solid industrial basis. It also points out a series of problems, such as the contradiction between natural gas supply and demand, inadequate peak-adjusting capacity, economic restrictions and inadequate support from the policies and plans. It comes up with the suggestions on natural gas development in integration with new energy in Gansu Province: First of all, the province should try to construct the energy system on the basis of multi-energy synergies. The efforts should be focused on the joint business of new energy and gas-fired electricity and the model for integration of source, grid, load and storage to enhance the peak and flexibility adjustment capacity of the new energy power system. Secondly, it is necessary to promote renewable energy electricity generation and hydrogen production projects to raise local new energy consumption and absorption and secure energy supplies. Thirdly, the research on safety technology for gas mixed with hydrogen should be accelerated and tested step by step in operation to establish the industrial chain of renewable energy hydrogenation + natural gas terminal utilization. Fourthly, it is necessary to step up the “natural gas+new energy” industrial support, perfect the prizing mechanism, optimize policy guidance and promote integration between natural gas and new energy.
