西南油气田绿色低碳发展路径探索与实践

摘要: 四川盆地天然气资源丰富,总储量超过40×1012m3。根据国家战略部署,“十五五”末期将建成川渝地区天然气千亿立方米产能基地。分析天然气与新能源融合发展需求,梳理西南油气田太阳能、风能、地热、余压发电、伴生资源等各类新型能源的资源禀赋,总结天然气与新能源融合形式、技术特征、设备水平及发展现状;探索“节能瘦身、清洁替代与供能、伴生资源综合利用、CCUS/CCS、地下空间利用”等融合发展新路径和具体场景,开创了在油气快速增储上产的同时绿色低碳发展成效显著的新局面。讨论了天然气余压发电规模化发展中面临的能源供应稳定性不足、项目投资成本高、基础设施建设不完善、主要装备技术不成熟等问题,建议川渝地区要聚焦资源禀赋与产业痛点,分层次分阶段推进核心技术攻关,以制度构建和机制创新释放能源转型活力,持续融入人工智能化发展。

Abstract: Sichuan Basin is rich in natural gas resources. The reserves totalled more than 40 trillion cubic meters. Based on the state strategic plan, a 10-billion-cubic-meter natural gas production base will be established in the Sichuan-Chongqing region by the end of the 15th Five-year Plan period. This article analyzes the demand for development of natural gas and new energy integration and the resource advantages of various new energy in Southwest Oil & Gas Field, such as solar energy, wind energy,geothermal energy, TRT and associated resources. It also summarizes the integrated forms, technological characteristics, equipment levels and current development conditions of natural gas and new energy and studies the new paths and concrete scenarios of integrated development for “energy saving, clean substitution and energy supply, utilization of associated gas, CCUS/CCS, and utilization of underground space.” It focuses on how to create the new and fruitful situation of green and lowcarbon development while rapidly increasing the oil and gas reserves and production. In addition, the article discusses a series of problems related to residual pressure power generation in the large-scale development, imperfect infrastructure construction and immaturity of main equipment and technology. It is proposed that the Sichuan-Chongqing region should focus on resource endowment and make efforts for research on key technologies in the different levels and different stages, invigorate energy transition by means of structural construction and mechanism innovation, and continue involvement in AI development.
