    Focus on Modernization of Corporate Management System; Perfect Construction of CNPC Petroleum Technological Innovation System

    The State has released a series of policies on technological innovation of the central government owned enterprises so that these enterprises could be strategically guided to perfect the technological innovation system. There have been three characteristics in revision of the CNPC technological innovation system since the 13th Five-Year Plan Period. Importance was attached to the regularity, integrity and conformity of technological management work to perfect the organizational system of technological innovation and standardize the corporate technological management system. The efforts were concentrated to invigorate innovation, create a favorable innovation environment, perfect the company’s technological remuneration and incentive system, kick off the pilot full-project system, and promote the pilot reform of research institutes directly affiliated to CNPC. The efforts were also strengthened to promote conversion of technological achievements into production power, establish the mechanism facilitating conversion of technological achievements, and enhance tangibility and standardization of achievements. CNPC will focus on the requirements on modernization of the corporate management system at the next stage and continually perfect the system of technological regulations on the basis of its reform process.
    Policy Bottlenecks for Increasing Oil and Gas Reserves and Production in 14th Five-Year Plan Period and Suggestions on Countermeasures

    China overcame the impact of continual low oil prices on the country’s oil and gas upstream industry during the 13th Five-year Plan period, making a series of major discoveries in the field of exploration. As a result, the oil and gas reserves were raised significantly while the capacity for production and supply was apparently improved. The active progress was also made in market deregulation, withdrawal from blocks, competitive transfer of mining rights, paid use of resources, and protection of the ecological environment. However, as for increase of the oil and gas reserves, some policy bottlenecks appeared during the 14th Five-year Plan period owing to incompatibility between withdrawal and providence of oil and gas prospecting blocks, compatibility between more efforts for exploration and development and land use, sea use and protection of the ecological environment, and imperfect policies for high-cost risks for exploration and development and low-grade resources development. This paper comes up with a series of suggestions to implement the country’s relative strategies and policies and unify the efforts for promotion of reform, development and protection. Those suggestions include perfection of the competitive transfer system for oil and gas mining rights to accelerate establishment of oil and gas mining rights transfer system, perfection of the preferential policies for oil and gas exploration and development to accelerate technological innovation, and establishment and perfection of the unified coordination mechanism for exploration and development as well as ecological protection to satisfy the demand for reasonable and legal land and sea use to increase the reserves and production. In addition, it is necessary to strengthen supervision of exploration and development, maintain market fairness and improve efficiency of resources development and utilization while perfecting the oil and gas prizing mechanism and deregulating the oil and gas prices in the competition link.

    In the past more than 30 years, the development strategy of China’s petroleum enterprises has been focused on acquisition of resources, market expansion, internationalization of business, technological innovation and talents-based corporate development. This strategy has guided the enterprises into the new historical stage one after another. During the 14th Five-year Plan period, the external environment of the country’s oil and gas industry faces major adjustment with higher risks for global economic recession. The dual circulation pattern is being shaped in China while energy transformation is accelerated worldwide, with integration between digitization and energy industry becoming quicker. Generally speaking, the oil and gas market supply is adequate but the competition is more and more intense. International oil majors have timely adjusted and improved their development strategies in accordance with the changing situation. They highlighted the strategic position of natural gas business, accelerated development of new energy and low-carbon business, and concentrated more efforts on technological innovation, thus positioning themselves with the new competitive advantages. China’s petroleum enterprises should further stress the key position of the innovation strategy, promote green and low-carbon development on the basis of coordinating various resources, raise market operational level, and fully improve the international operational capacity in the efforts to open wider for cooperation.
    Practice and Thinking of Sinopec’s Efforts to Become A World-leading Clean Energy and Chemical Company

    During the 13th Five-year Plan period, Sinopec made good achievements in the areas of exploration and development, oil refining and chemicals, marketing, and science and technology. The Chinese economic and social development enters into a new stage during the 14th Five-year Plan period, while the global political, economic and environmental uncertainty is on the rise. Energy consumption faces the critical point under the dual effects of carbon neutral constraint and technological costs. Transformation is more strongly fueled with the process accelerated. The energy and chemicals industry will be continually committed to reform and competition in the new period. Eyeing the main development trends, Sinopec will fully implement the world-leader development strategy and pursue the perspective goal of “becoming the world-leading clean energy and chemical company” during the 14th Five-year Plan period. Sinopec will accelerate construction of resources base and development of clean refined products and modern chemicals while identifying new energy, new materials and new economy as the important growth points, making new contribution for building China into a socialist modernized country.

    China saw a fast oil and gas industrial development in the 13th Five-Year Plan period with the crude oil production kept basically stable and the natural gas output growing rapidly. The infrastructure was continually perfected and the capacity to secure oil and gas supplies also raised during this period of time. The progress was made in the country’s overseas exploration and development with an apparent growth in the equity oil and gas production. Meanwhile, the oil and gas system was continually restructured and the market opened wider and wider. However, some issues still existed, such as the domestic oil production growing sluggishly, the dependence on oil and gas imports rising continuously, and the oil-refining capacity remaining surplus. The uncertainly of the international environment becomes more obvious in the 14th Five-year Plan period. China should try hard to establish the new development pattern of “dual circulation.” it is necessary to accelerate energy transformation to keep oil and gas supplies adequate in general, push ahead with reform of the oil and gas system, open the market wider and diversify industrial competition. During the 13th Five-year Plan period, CNOOC made remarkable achievements in the areas of increasing domestic oil and gas reserves and production, reducing cost for higher efficiency, promoting technological research and digital transformation, and restructuring the oil and gas system. The “14th Five-year Plan” will aim at consolidating the general conception of the national security, strengthening the efforts for exploration and development, promoting the Belt and Road cooperation, optimizing the oil and gas industrial chain, adhering to the innovation-based driving and green-transforming objectives, securing the country’s oil and gas industrial chain and supply chain, and bringing about the company’s high-quality development in the new period.
    Enhance Reform of Operational Mechanism for Oil and Gas Pipeline Network; Open up New Chapter of China’s Oil and gas industrial Development

    This paper reviews the reform experience, operational management mechanism and policy characteristics of the natural gas pipeline networks in the comparatively mature countries in terms of the constructed oil and natural gas pipeline networks, such as the United States, EU countries and Russia. It also elaborates the experience in reform of China’s natural gas pipeline network and natural gas price, the related oil and gas restructuring policies as well as the formation process and development basis of China Oil & Gas Pipeline Network Corporation (PipeChina).The paper analyzes the development process and current situation of China’s oil and gas industry and a series of problems in this sector, such as the oil and gas pipe network to be upgraded, the operational rate of infrastructure remaining at a low level, the deregulation on the equal footing to be enhanced, construction of the peak-adjusting capacity of stored gas left behind, and the safety of infrastructure to be improved. PipeChina will highlight its advantages in concentrated construction during the 14th Five-year Plan period. Construction of the natural gas pipeline network is still under a rapid development stage. Meanwhile construction of LNG and gas peak-adjusting facilities is also under a rapid development stage, construction of crude oil pipeline network under a stable stage and construction of oil products pipeline network under a mature stage. To accelerate construction of oil and gas pipeline network infrastructure and promote deregulation on the equal footing, it is necessary to integrate the pipeline network at the provincial level into the one at the national level, include the infrastructure of oil and gas pipeline network into the related plans, simplify the examination and approval formalities for construction projects, distribute the taxes of construction projects with the localities, and unify the standards on the quality of piped oil products. In addition, it is also necessary to accelerate the “X+1+X” oil and gas market system, namely the upstream oil and gas resources made available through a multiple of channels, the high-efficiency transmission by the unified pipeline network in the middle stream, and the downstream marketing competition, improving the distribution efficiency of oil and gas resources and securing the stable oil and gas supply.

    The technological innovation governance system is extension of the national governance system in the area of innovation. CNPC Engineering Technology R&D Company Limited (CPET) attached great importance to technological innovation and energetically promoted construction of the technological innovation governance system and capacity. CPET accurately defined the leading role of innovative technological conceptions while constructing the high-quality development pattern in the efforts to systematically optimize business distribution and comprehensively planning the technological system, and accelerating collection of innovative elements. CPET also implemented the technological structuring mechanism innovation strategy and systematically promoted the reform in the areas of technological research management, fostering of talents, distribution of wages and remunerations, and transformation of technological results. In addition, it beefed up the support service, promoted reasonable distribution of multi-element resources and created a good environment for innovation and development. It focused on the supporting roles of engineering technological innovation, consolidated the foundation of the sophisticated scientific frontiers, highlighted research and development of advanced engineering equipment, and promoted integration of digitization with engineering technology, improving technological contribution indexes. During the 13th Five-year Plan period, CPET further perfected its innovation system, continually optimized the innovation environment, obviously raised the innovation capacity, and brought about a new situation of innovation governance, bringing the technological capacity up to a new level. During the 14th Five-year Plan period, CPET will systematically study construction of the governance system and capacity, perfect the technological research and innovation system in the new historical period, promote reform step by step, and focus efforts on a more standardized and reasonable technological innovation governance system.

    Talent holds the key to technological innovation. Innovation drive is essentially talent drive. China has released a series of talent incentive policies since the 18th National Congress of CPC, helping the scientific research institutes reform their talent incentive mechanism. As one of the research institutes directly affiliated to CNPC and a pilot unit for comprehensive reform, CNPC Tubular Goods Research Institute (TGRI) has made constructive efforts for talent incentive in the attempt to implement the related State policies. TGRI formulated the talent cultivation and incentive methods, carried out the plan for top talents fostering, and promoted development of young talents in the technological projects. It also perfected the incentive methods for technological innovation and result-based performance, adopted the job-base bonus distributing system, and offered high rewards for the technological professionals who made innovation achievements. Focusing on those who created the values, TGRI established the performance-oriented wage system to benefit the talents who made prominent achievements in technological innovation and improvement of performance. It also put in place the scientific and reasonable evaluation mechanism to objectively and fairly appraise the values of innovative achievements made by the technological professionals, made necessary adjustment of the management system, optimized the business procedures, simplified the examination and approval process, reduced the work pressures of the technological professionals, and created the harmonious environment for innovation and improvement of performance. As a result, the mechanism and atmosphere in respect of talents have been established at TGRI to invigorate the talent-based innovation, with the remarkable achievements in reform of the talent incentive mechanism.

    With unfolding of global offshore oil and gas exploration, and technological innovation, the demand for offshore oil and gas exploration resolution by oil companies are required at a higher level. Facing the market challenges and closely following the industrial trend of offshore oil and gas exploration, BGP, a subsidiary of CNPC, committed itself to strategic transformation of its business in gradual transition to the ocean bottom node (OBN) seismic exploration method from the conventional streamer and ocean bottom cable methods.     This paper focuses on the research institutes affiliated to CNPC’s regional companies and analyzes the present conditions and existing issues concerning implementation of the technological policies. Thanks to the efforts for stimulation of scientific researchers’ creativity, the remarkable achievements with the beneficial work experiences have been made in optimizing evaluation of scientific researchers’ performance, promoting the “double-sequence” reform, and improving the series of incentive measures. As for optimizing evaluation of scientific researchers’ performance, qualitative appraisal and quantitative appraisal are combined on the basis of three dimensions -- attitude performance, behavior performance and result performance. Quantifying behavior performance and result performance of scientific researchers can reflect their work performance objectively, fairly and accurately, thus stimulating enthusiasm of scientific researchers. In the area of the “double-sequence” reform, the results from quantitative appraisal of researchers are used to set up and appraise professional and technological jobs, keeping the reform on the track. In the area of establishing and optimizing the incentive mechanism, the efforts are focused on the incentive levels, coverage and strength, which are connected to the policies concerning transformation of technological results into higher performance, reward of creativity, and remunerations for patents.

    Geophysical exploration is the pioneer for oil and gas discover. It is the important technological guarantee for CNPC to carry out the resources strategy, too. Dependence on geophysical technology is higher and higher with the exploration targets becoming increasingly complex. It is inevitable to bring geophysical technology under detailed management. Based on the characteristics of the State-owned enterprise and the demand for geophysical technological development, CNPC took into account the geophysical management model of international oil companies, enhanced the top-level design, and focused the efforts on geophysical business management in the areas of technological development plan, standardization system, quality control system, information management, scientific research management, and talents management. It has established a complete set of geophysical technological management systems and management procedures. Aiming at the demand from the main business of exploration and development, CNPC brought about organic unification of an oil company and an oilfield service company. The full-process management of geophysical technology is standardized to ensure the roles of the technological system centering the key technology and its application, thus promoting green development of geophysical technology and transition of geophysical technological management to the innovation pattern and information pattern. As a result, geophysical technological application and data reliability have been substantially improved with the high-quality and high-efficiency breakthroughs made in oil and gas exploration of the complicated area.
