    Understanding and Suggestions on Management of Company’s Major Science and Technology Projects

    The enterprise-oriented major science and technology projects aim at helping enterprises solve their key production technological bottlenecks. Focusing on application of new technology for production, the projects of this kind are characterized in multiple disciplines, high investment, short cycle and large teams. In the follow-up service of CNPC’s major science and technology projects, the latest six years in particular, it is found that there are still a series of problems in the design and management process of major science and technology projects, such as inadequately perfect top-level design, less prominent key technology and innovation, and the process management left much for improvement. To keep management of major science and technology projects continually improved, it is proposed to further strengthen top-level design, focus on the leading items of key technology, formulate the strict technical and economic assessment indicators, clarify the responsibilities and leading roles of chief researchers, form a unified deployment in the overall layout, make progressive developments in three “mature” stages -- technological research, perfection of the system, and large-scale application, and set up a clear objective for industrialization of key technology.

    China’s natural gas demand has risen rapidly in recent years. The natural gas industry takes advantage of the good opportunity for dynamic development of clean energy. The Sichuan-Chongqing region is rich in natural gas resources with a market maturity and enjoys favorable industrial policies, thus stimulating rapid growth in natural gas production and consumption. However, the industrial development faces a series of problems in the areas of economic feasibility, technological development bottlenecks, industrial management and social ecology. Since natural gas is the basic industry in the Sichuan-Chongqing region, the study proposes to make a unified plan for the industrial development, deregulate natural gas market, and make greater efforts for exploration and development. It is also proposed that shale gas production should be accelerated at the time of keeping conventional natural gas production stable. Those suggestions are of valuable reference for sustainable natural gas industrial development in the Sichuan-Chongqing region.
    Analysis and Suggestions on Basic Research Problems Made by China’s Central SOEs

    It is of great strategic significance to support some central State-owned enterprises (SOEs) which are the industrial leaders committed to build themselves into the world’s first-class enterprises. The purpose is to improve their original innovative capability and solve the problem that China’s key core technologies are controlled by other countries. The study points out that central SOEs face some problems at the present time, such as inadequate basic research capability and insufficient supply of innovative technologies. Those problems can be attributed to four reasons -- lack of elite scientists, inadequacy of stable basic research investment, lack of special basic research institutions, and lack of original creative achievements to drive basic research. There are four main factors causing those problems, such as tobe- improved motivation, unscientific management methods, restrictions from the talent system, and lack of freedom in cultural exploration. It is proposed that the governmental department should make greater efforts for guidance, optimize the performance-examining system, try to establish a fund for guidance, and optimize the auditing work. It is also proposed that the central SOEs should launch relatively independent research institutions, set up a flexible management mechanism, create the conditions to attract scientists, and bring about a harmonious scientific research environment.
    Promotion and Application of Software with Independent Intellectual Property Right

    To accelerate technological promotion and application, GeoSeisQC software system of seismic acquisition quality control, GeoSed software system of seismic sedimentation and GeoFrac software system of seismic integrated fracture prediction, developed by PetroChina Research Institute of Petroleum Exploration & Development-Northwest, are included into the special promotion project of CNPC for software with independent intellectual property right. The relative department in charge strongly supports promotion and application software in collaboration with a number of other units. Promotion is accelerated in stages and by various ways. Effective measures are taken in five areas, such as promotion guided by actual application results, concentrated installation and training for expansion of application scope, perfection of remote service platform to provide more technological support for the focus exploration areas, stimulation of research and development by means of promotion, and development of key users to highlight the role of technological support. The new mindset for promotion and application of original technology is based on in-depth field investigation, development of key users, exploration of bench-marking users, long-term tracing and service, and emphasis of application results. Those links have a good effect on acceleration of software promotion and application. As of the end of 2017, the above-stated three items of software had been used in more than 30 oil and gas blocks of CNPC with remarkable achievements made in oil and gas exploration and production. Meanwhile, a large number of technical professionals came under training for software application.
    Present Conditions and Development Trends of Drilling Engineering Technology

    Oil and gas exploration and development is gradually turning to ultra-deep formations, complicated formations, deepwater areas and unconventional reservoirs, leading to higher requirements on drilling engineering. This paper makes briefings about the latest developments of drilling and completion technology, fracturing technology and equipment in recent years. It also makes analysis of drilling technological development trends -- improving ROP and drilling efficiency, improving the adaptability of complicated formations and the environment, making continual efforts for research and development of deepwater technology and equipment, focusing on fine fracturing and stimulation technologies, accelerating geological engineering integration technology and equipment, concentrating more efforts on automatic and intelligent technology and equipment. Improvement of petroleum engineering technology and equipment is an important way for highefficiency and economic exploration and development of various oil and gas resources. The experience in this area can enormously benefit China’s petroleum engineering technological development.
    Analysis and Enlightenment of One-trip Drilling Cases of Shale Horizontal Well

    In 2017, Baker Hughes used only three and a half days to complete drilling of a shale horizontal well with a depth of 5405 meters in DJ Basin, Wyoming State, USA. This paper analyzes the experience of this well’s success, including optimization of wellbore structure, application of high-efficiency drilling bit, use of oil-base drilling fluid for angle buildup section and horizontal section, application of buildup rate RSS, intensified drilling parameters, and use of the remote decision-making center. In the drilling of shale horizontal well in the United States, one-trip drilling is quite common for single well section, widely used for dual well sections and on the rise for multiple well sections. As a result, the drilling period is significantly shortened while the drilling cost is dramatically reduced. One-trip drilling is a project of system and also a key project for drilling horizontal wells at a higher speed and a lower cost. China is left behind in application of one-trip drilling technology as compared to the United States. It is necessary to pay attention to the necessity and likeliness of one-trip drilling and promote application of this technology. It is necessary to adopt a series of technological and managerial measures to promote large-scale shale gas development, such as optimization of drilling plan design, application of good-quality and high-efficiency drilling bit, release of promotion and incentive methods, establishment of information sharing platform, and modernization and remote decision-making center.
    Method for Calculation of Oilfield Profit Production

    The oilfield evaluated the economic performance of a single well in order to make a reasonable plan for production targets and optimize the oilfield production. Based on the economic characteristics of the oilfield production, the profit production is divided into the profits from new wells, old wells and stimulation measures. The method for calculation of a new well’s profit production is cash flow method, which takes a new well as a construction project and evaluates its economic performance. It is focused on construction scale of productivity and the new well’s production of the year at the time of net present value. The method for calculation of an old well’s profit production is single-well contribution value method, which evaluates the contribution to the economic performance of the oilfield from a single well’s revenue with the changing cost deducted. It is focused on the old well’s production at the time of its maximum profit. The research method for economic production from the stimulation measures is based on the input-output model to evaluate the economic performance of additional value from the stimulation measures. It is focused on the stimulated production at the time of maximum profit. This paper comes up with the calculation models of the oilfield profit production for new wells, old wells and stimulation measures. Those models help the oilfield bring about good economic performance of production, solving the problem that the oilfield only focuses on production target while neglecting the economic results in its production plan.

    In face of low international oil prices and sterner requirements on reduction of greenhouse gas emission, foreign oil companies have relied on technological innovations to make investment and operation cost-effective in recent years. They have tried hard in transition to low carbon and clean energy. Therefore, this paper summarizes the characteristics and trends of technology and innovation management of international and national oil companies and oilfield service companies in recent years with respect to technological innovation conceptions, R&D investment, technological acquisition policies, key points of technological development and distribution of patents. They have taken a series of measures, such as attaching importance to value-guided technological innovations, improving efficiency of R&D investment, focusing on technologies that can improve efficiency and reduce cost, developing towards automation and digitalization, and promoting development of new energy technology. The Chinese oil enterprises should borrow the experiences from the international first-class companies, find more channels for acquisition of technologies, optimize R&D organization, expand R&D cooperation, and explore venture capital. They should expand new energy business on the basis of traditional oil and gas business, actively build themselves into low-carbon energy enterprises, and accelerate integration of digitalization technology with traditional business to bring about their sustainable development

    Investment for global oil and gas exploration reached US$43.4 billion in 2017, while 3D seismic acquisition was 31.3×104km2. A total of 1445 exploratory wells were drilled worldwide, rising substantially as compared to 2016. Meanwhile, there were 256 newly discovered conventional oil and gas fields in the world and the newly additional conventional oil and gas 2P recoverable reserves reached 14.5×108t oil equivalent, a slight increase over 2016. Under the situation of low oil prices, oil and gas exploration has been continually shifted towards mature basins, maintaining a relatively high exploration success rate and a relatively low cost for exploration discovery. The newly-discovered oil and gas reserves are located mainly in the three types of basins -- passive continental margin basin, foreland basin and rift basin. They are concentrated in 13 main areas. Meanwhile, a series of important discoveries have been made in the frontier areas like the deep water and ultra-deep water areas. The enduring investment has brought oil companies significant returns. It is proposed that the Chinese oil companies should appropriately increase exploration investment, extensively acquire exploration blocks in the different areas by means of various channels, and step up “the Belt and Road” oil and gas cooperation. Attention should be focused on the deep to ultradeep water and natural gas areas in the near future.
    Development Trends and Strategies of Global Oil Companies’ Exploration and Development Business

    The global oil and gas market, as a whole, has maintained a good trend since 2017 with international oil prices climbing significantly. Most of petroleum companies have re-positioned themselves for strategic growth. To make an in-depth and comprehensive understanding of those companies’ successful methods and experiences, this study selects 40 companies of three main kinds -- international oil companies, national oil companies and independent oil companies -- as the research targets. Based on comparison of the different kinds and analysis of the typical cases, the study focuses on the development characteristics of those oil companies, such as their business dynamics, development strategy, and optimization of assets portfolio. The study indicates that companies of the different kinds have different development characteristics. International oil companies have a strong momentum for their upstream business growth, leading the industry to resume quickly. National oil companies have their own remarkable development characteristics. They are quite different from one another in business growth owing to shortage of capital. Independent oil companies continually focus on their core businesses with the growth engine coming from their specializations. Oil companies pay more attention to both long-term and short-term objectives for business development and highlight actual economic performance, thus leading to active acquisitions in the upstream sector and outstanding performance in the areas of oil sand, tight oil and gas, and deepwater operations. Meanwhile, oil companies are actively set for natural gas and renewable energy businesses and modernize themselves by means of organizational restructuring.
