    Suggestions on Innovation of Technological System and Mechanism and Stimulation of Innovative Initiatives and Activity

    China National Petroleum Corporation made important achievements in technological innovation during the 12th Five-year Plan Period, thus setting the company’s main business on the track of healthy development. The company continues to focus on technological innovation in its attempt to improve quality and efficiency, promote upgrading and business conversion and ensure its cost-effective and green development during the 13th Five-year Plan Period. However, CNPC faces a series of challenges for technological innovation at the present time, such as low oil prices and deterioration of resources. Those problems in the area of oil and gas development and the new trend for technological development lead to higher requirements on technological innovation. In addition, some deeply-rooted problems also exist in the area of technological management and need to be settled. This paper makes an in-depth analysis of those problems and comes up with guidelines and suggestion on how to stimulate the initiatives of technological professionals for innovation, enhance conversion of technological results and popularization of new technologies, and consolidate original innovation of basic and frontier technologies, further increasing the company’s independent innovative capacity and long-term development dynamic power.

    Natural gas fired power generation is an important area for expansion of natural gas application in China. Currently, natural gas is used as main energy for electricity generation in developed countries, such as the United States, Japan, South Korea and part of Europe. Natural gas fired electricity generation is still under the preliminary stage in China. This paper briefs about the present conditions and trend of natural gas fired electricity generation in developed countries, summarizes and compares the policies and experiences of gas fired electricity in some countries, and elaborates China’s policies on natural gas fired electricity. It points out a number of problems at the present time, such as imperfect policies and inadequate preferential treatment. The paper also comes up with a series of suggestions to clearly define China’s natural gas fired electricity industrial development, perfect the relative policy system, promote independent research and development of technology, keep the ratio between gas and electricity prices reasonable, establish the pricing mechanism, enhance market analysis and risk evaluation, and formulate the global strategy.

    Against the background of current Internet economy, the traditional energy industry focusing oil and gas is not in line with the “Internet +” dominated economic pattern in the areas of conceptual mindset, organizational structure and business model. Innovation and development have become the important research areas for energy enterprises. This article analyzes the background and characteristics of the Internet economic policies. The State has energetically promoted the “Internet +” action plan and released a series of policy documents to make the Internet combined with various industries. This article also makes in-depth elaboration on the related conceptions of the Internet economy, summarizes the Internet economic mindset and studies the influence of this pattern on the energy industry. The article puts forward the new mindset on the innovative institution and mechanism of energy companies from the angles of management system and operational mechanism and comes up with the reform suggestions on how to innovate institution and mechanism of energy enterprises from the viewpoints of business, energy companies and the nation.

    PetroChina Research Institute of Petroleum Exploration and Development implemented a pilot full project system to stimulate the initiative and creativity of technological professionals for scientific research. The system has been practiced for one year. “Detailed Rules of PetroChina Research Institute of Petroleum Exploration and Development for Implementation of Full Project System” was perfected and standardized during this period of time. The management process, including fund management, contract management, external cooperation management and allocation of bonuses, has been optimized and simplified at the same time. Those measures have achieved good results in stimulation of scientific research initiative, improvement of the project operational efficiency and level, modification of examination, and reform and perfection of stimulation mechanism, displaying the potential advantages of the full project system. This paper comes up with the suggestions on the applicable scope for further extension of the full project system, examination and stimulation of researchers involved in a multiple of projects, and reform of other support systems, providing experiences for further promotion of technological reform.

    Assessment of tangible technology from petroleum companies is an inevitable option to turn tangibility of petroleum technological results into commercial application. However, this kind of assessment is under its initial stage at the present time and calls for more efforts. Tangible technology of petroleum enterprises has the basic properties of general technology. To assess the value of tangible technology, the study should be guided by Labor Value Theory, Utility Value Theory and Equilibrium Value Theory and based on three methods – Cost Method, Market Method and Accrual Method. It is necessary to take into full account the technological characteristics of petroleum industry and follow the principles of sharing profit and risks. Meanwhile, the latest international theories and methods for assessment of technological value should be studied actively in the efforts to lay a foundation for commercialized application of tangible technology from petroleum companies.
    Optimization and Practice of Post Evaluation Method for Pipeline Technological Project

    As important part of technological evaluation, post evaluation of technological projects is an important method for the country’s technological study and management. The technological projects related to safe operation of long-distance oil and gas transmission pipelines are characterized for multi-disciplinary areas, strong applicability and lack of shortterm economic performance, causing difficulties in post evaluation. Based on combination of the purposes of research and development with the characteristics of results, the pipeline technological projects are divided into five categories – the basic and advanced category, the security assurance category, the general application category, the product family category, and the economic information and standard category. The post evaluation index system is established on the basis of the analytic hierarchy process and grading by experts. The evaluation method of “technological maturity” is introduced for the first time while the specifications are formulated for evaluation on technological maturity of pipeline technological achievements. With application of more than 30 technological research achievements including “oil spill absorption material”, the evaluation results can be made more objective and comprehensive, providing guidance on application and commercialization of technological results.
    Research on Performance Evaluation of Pipeline Technology Projects of Petroleum Enterprises on Basis of Three-stage DEA Model

    Based on summarization of the relevant research results, this paper is focused on the issues related to performance evaluation of pipeline technology project of petroleum enterprises and construction of the comprehensive index system for performance evaluation of pipeline technology project in China. The three-stage DEA evaluation method is used to combine investment vector, output vector and environmental variables of the project performance evaluation into the “outputinvestment- environment” 3D-structural model. Performance of pipeline technology projects is evaluated and analyzed by means of the calculation results. A certain petroleum enterprise is taken as an example to support the application study. The research results indicate that the three-stage DEA method is applicable and adaptable for research on performance evaluation of pipeline technology projects of petroleum enterprises. It can effectively bring pipeline technology projects under comprehensive evaluation and provide scientific data for petroleum enterprises to understand performance of pipeline technology projects.

    With development of automation and information technology, intelligence is an inevitable trend for global oil industry. Generally speaking, intelligence is still under its initial stage at the present time. Intelligent oilfield, intelligent drilling, intelligent pipeline and intelligent refinery will be emphasized as the future research and development directions. This paper briefs about the latest achievements, key technologies and development trends in the areas of drilling, oil and gas field development, pipelines, and oil refining. Fuelled by high technologies, such as big data, cloud computing and Internet of things, the era of intelligence is predicted to come between 2020 and 2030. Intelligence will play an important role in sustainable and cost-effective global oil industrial development.
    Opinions and Suggestions on Using Advantageous Engineering Technology for Higher Producing Degree of Hard-for-development Reserve

    PetroChina has seen a rapid growth in its newly-additional reserves in recent years, but most of those reserves are difficult for production, such as low-permeability sandstone, carbonate rock of marine facies and volcanic rock reserves. The producing degree is relatively low for the to-be-developed reserves. To solve the bottlenecks for economic results of difficult reserves against the low oil price background, Jilin Oilfield established the demonstration zone of Xinli Platform for construction of productivity and created a set of integrated design plans and management patterns for full service life of the oil field. Based on an in-depth study of oil reservoir geology, re-establishment of the development technological system and experiment of the new cost-effective development patterns, the company has taken full advantage of its superior engineering technology in the efforts to promote its internal market mechanism and management of “integration and standardization”. Good results have been achieved in reduction of cost and increase of efficiency, with the single-well output and the recovery factor of the block improved remarkably. The rate of return on investment was 17.84 percent. This paper comes up with a series of relative suggestions to accelerate the integration-based management, step up business development in harmony with technological innovation, and further promote reform of restructuring mechanism.
    Selection of Enlargement Models for Oil and Gas Development Joint Ventures and Cooperation in Xinjiang Oilfield

    Based on the present conditions of oil and gas joint venture and cooperation in Xinjiang Oilfield and further enlargement of cooperation scale, this paper comes up with three models for joint ventures and cooperation – cooperative model, State-owned enterprise dominant model and transformation model – and analyzes advantages and disadvantages of those models. The results indicate that transformation model has little influence on PetroChina’s revenues but has a significant contribution to local taxation. Therefore, transformation model is recommended as the first option. Based on the standards to select development blocks for joint ventures and cooperation, Fengcheng Oilfield, Changji Oilfield, Jinlong Oilfield and Mabei Slope were selected as the key fields and targets for oil and gas development joint ventures and cooperation in the future. Based on the analysis made in this article, enlargement of oil and gas development joint ventures and cooperation in Xinjiang Oilfield has an important significance in a series of areas, such as acceleration of oil and gas construction, alleviation of investment pressure, increase of local financial taxation, settlement of the complicated relations between the oilfield and the locality, and stimulation of local economic development. So far as study of the policy environment is concerned, enlargement of oil and gas development joint ventures and cooperation is in line with the current national, local and industrial policies and applicable at the present time.
    Analysis of OPEC’s “Freezing of Production”

    OPEC proposed to freeze production again under the background of global petroleum industrial upheaval caused by low oil prices. This paper makes an analysis of whether OPEC can reach an agreement and cut production according to the quotas. The prediction is pessimistic. It points out that international oil market enters into a new period of relatively low oil prices. In addition to changes in the demand-supply situation, technological progress is also an important factor to maintain low oil prices. We should make an in-depth and systematic study of the new situation in the new period of global petroleum market in order to choose an applicable option.
    Study of Western Oilfield Service Companies’ Strategy under Low Oil Prices

    Influenced by declining business results of oil companies under low oil prices, global oil engineering market shrank significantly, causing the revenue and profit of oilfield service companies to fall sharply. Western oilfield service companies adjusted their development strategy and optimized the business structure in the efforts to tide over the difficult time and seek business development. The concrete strategies include a series of measures to lower service prices, improve service efficiency, pay attention to cash flow, reduce labor cost, beef up technological innovation, enlarge market share by means of technology, perfect the business chain, provide integration of services, implement internationalization strategy, make cooperation among giants, innovate operational pattern, and improve market competitiveness. Under the current situation of low oil prices, it is proposed that Chinese oilfield service companies should focus on economic performance, develop themselves on the basis of integration, enhance driving force of innovation, beef up business cooperation, improve capital operational level, and pay attention to the “One Road and One Belt” oil and gas cooperation.
