Abstract: The global economic and energy situation is changing at the present time. Influenced by the international situation and energy supply-demand relations, international oil prices have fluctuated at the low levels for a long period of time. Meanwhile, a new round of energy revolution is on the upsurge, exerting a great impact on the traditional energy industry. To meet the stern challenge resulting from a number of contradictions and secure the national energy supply, engineering technology is highlighted as the backbone of oil and gas exploration and development. CNPC Engineering Technological Research Institute Co. Ltd., optimizing and restructuring itself under the strategy of CNPC headquarters, is focusing on improvement of quality, speed, production and efficiency and committing the efforts to protection and discovery of oil and gas reservoirs, identification and evaluation of oil and gas reservoirs, renovation of oil and gas reservoirs and improvement of single-well production, and improvement of producing rate and recovery factor. The company has adopted a series of measures, such as constructing the key technological research and development system and the cooperative research and development platform, establishing the integrated managerial and organizational pattern, and reforming the research management and wage mechanism. As a result, the company has stepped up innovations in the three areas of technology, model and management and developed more than 20 characteristic technologies in seven main families, powerfully supporting CNPC’s exploration and development in the key production areas and effectively improving its key engineering technological competitiveness.

摘要： 当前，世界经济和能源格局深刻变革，受国际形势和能源供求关系的影响，国际油价长期处 于低位，同时，新一轮能源革命的蓬勃兴起，对传统能源行业带来了巨大冲击。为了应对诸多矛盾相互叠 加的严峻挑战，确保国家能源供给安全，工程技术作为油气勘探开发的主力支撑作用日益凸显。“十三五” 以来，中国石油集团工程技术研究院有限公司在集团公司党组战略决策部署下，优化重组，紧紧围绕“四 提”（提质、提速、提产、提效）和“四个能力”（保护和发现油气藏、识别和评价油气藏、改造油气藏 和提高单井产量、提高动用率和采收率）建设，通过核心技术研发体系建设、合作研发平台建设、一体化 管控与组织模式构建、科研管理及薪酬分配机制改革等一系列举措，强化技术、模式、管理三方面创新， 形成7 大技术系列20 余项特色技术，有力支撑了集团公司重点上产区域的勘探开发，有效提升了集团公 司工程技术核心竞争力。
