Abstract: Scientific and technological system restructuring has undergone a very long process and now is further deepened. Referring to some instances of petroleum companies, the author in this paper presents his view on the connotation and denotation of scientific and technological system. Taking foreign petroleum companies for instance, the author puts forward some opinions about how to deepen the reform of petroleum technology in the future. He believes that "scientific and technological system is a matter of culture, a collection of organizational systems, management systems, and operational mechanism of scientific and technological activities", the soul of technological innovation, and the key to bring about more achievements and cultivate more qualified personnel. He also suggests that scientific and technological work of enterprises be carried out at places nearest to production sites.

摘要： 我国科技体制改革已经历了一个相当长的过程,目前仍在进一步深化。作者结合石油企业的一些情况,就科技体制的内涵、外延发表了自己的见解,并以国外大的石油公司为例,对今后石油科技如何深化改革提出了一些看法。作者认为"科技体制属于文化层面的问题",是"科学技术活动的组织体系、管理制度和运行机制的总称",是创新体系的灵魂,是出成果、出人才的关键;企业的科技工作应在离生产最近的地方下功夫。
