Abstract: This paper systematically analyzes subjective and objective factors affecting the results of review on scientific and technological achievements, puts forward a framework of quantitative review methods and a set of new methods and standards for quantitative review based on integrating quantitative and qualitative evaluation. Meanwhile, a reverse evaluation is carried out on judges using variance analysis, scoring weight and scoring curve. A better result is achieved through application, which ensures the objectivity, equality and fairness in review of scientific and technological achievements.

摘要： 文章较系统地分析了影响科技成果评审结果的主、客观因素,提出了科技成果量化评审方法的框架,建立了定量评价和定性评价相结合的科技成果量化评审新标准和新方法,同时,还研究了运用方差分析、评分权重和评分曲线的图解方法对评委进行反评估的方案,经实际应用,取得较好效果,保证了科技成果评价的客观、公平和公正。
