Abstract: CNPC Engineering Technology R&D Company Limited has focused the key demands for engineering technology in the main areas of oil and gas exploration and development in recent years. It pursued the “innovation-driven, technology-led, put-talents-first and value-oriented” strategy to fuel its high-quality business development and strived to establish a multi-level system for development of achievements, such as storage of basic frontiers, study of key technology, field experiment and promotion of applications. The research institute also established and perfected four supporting mechanisms – the management mechanism for full-cycle scientific research, the mechanism for innovation-driven transformation of achievements, the mechanism for introduction and fostering of talents, and the mechanism for accurate incentive and wage distribution. As a result, a modern technological research system was established to support and guide engineering technological development, while the multi-element achievement transformation model was created for independent transformation, integration of research and manufacture, external cooperation, and technological licenses. It enhanced the “4+1+N” deployment based on a package of frontier technological support and service, set up the platform for effective connection of technological R&D and market development, accelerated technological achievement-based value growth and industrial upgradation, expanded the advantages of the Houston center, optimized the operational control mechanism, established the international technological cooperation platform and advantageous R&D position, and created the “R&D + production + application” full-chain model for transformation of domestic and foreign achievements, bringing about the new situation of integration and synergy between China and the United States. During the 13th Five-year Plan period, the research institute has significantly improved its technological supporting power, key competitiveness and market influential power, effectively helped high-performance exploration and development, and launched the new stage of establishing the world’s first-class research institution at a high level.

摘要: 近年来,中国石油集团工程技术研究院有限公司聚焦油气勘探开发主战场重大工程技术需求,将“创新驱动、技术引领、人才优先、价值导向”作为推动企业高质量发展的战略部署,着力搭建基础前沿储备、关键核心攻关、现场试验、推广应用多层次成果培育体系,建立健全科研全生命周期管理机制、创新驱动成果转化机制、引才育才用才培养机制、精准激励薪酬分配机制4项配套机制,形成支撑和引领工程技术发展的现代化科技研发体系;创建“自主转化、研发与制造一体化、外委合作、技术许可”多元化成果转化模式,强化全方位一揽子靠前技术支持与服务“4+1+N”布局,建立技术研发与市场开发有效衔接的平台,加快推动科技成果价值增长和产业升级;放大休斯敦中心优势,优化运行管控机制,搭建国际技术合作平台和研发高地,建立“研发+生产+应用”国内外成果转化全链条转化模式,形成中美两地一体化高效协同发展新格局。“十三五”期间,工程院科技供给力、核心竞争力和市场影响力实现跨越式提升,有力支撑了高效勘探、效益开发,高起点开启建设世界一流研究院新征程。
