Abstract: With China’s “go-world” energy development strategy implemented, more and more projects of overseas blocks need technological support in a wide range of areas and at higher and higher requirements. It is of vital importance to have effective technological support teams and appropriate technological support pattern for optimization of overseas projects and maximization of economic performance. Overseas projects are usually characterized for their changeable contract types and transaction patterns as well as their demand for technological development focusing on field support. Based on analysis of technological support of the Andes project in Ecuador in recent years, this paper summarizes the characteristics of overseas projects in the areas of technological demand and technological support. Technological support process of overseas projects should be characterized as effective, timely, applicable and predictive. The project management pattern should be flexible and high-efficiency while the work process is standardized, with a multi-disciplinary research team. In addition, this paper briefs about the backing pattern, technological integration and creation as well as the achievements made in the technological support process of overseas projects.

摘要： 随着国家能源“走出去”发展战略的不断深入，海外项目技术支持的区块越来越多、领域越来越广、难 度越来越大。实现海外项目合同模式最优化、经济效益最大化，强有力的技术支撑团队、适宜的技术支撑模式发挥着 十分重要的作用。海外项目具有合同类型、模式易变和技术开发重现场需求的特点。通过对厄瓜多尔安第斯项目多年 的技术支持分析，总结了海外项目的技术需求特点和技术支持特点：在海外项目的技术支持过程中必须充分体现出“高 效性、时效性、实用性、前瞻性”四性特征；项目管理模式要灵活高效，工作流程要规范化，攻关团队要多专业联合。 在此基础上，进一步介绍了项目技术支持过程中支撑模式、技术集成、创新等主要做法和取得成果。
