Abstract: Stimulated by the external technological market demand and the gradually mature and stable internal technological market, the research institutes and engineering construction companies affiliated directly to Sinopec Group have explored a set of methods for development of key technologies, which is suitable for their own characteristics. This development pattern is “laboratory research --pilot test --- industrial application test --- technology license.” The standard work process and flexible prizing method have been formulated on the basis of the related systems and mechanisms. As a result, the number of technological licenses is on the annual increase with the profits from technological licenses rising substantially. The trade of technological licenses, particularly in the oil refining block, sees an unprecedented momentum for development. This article systematically briefs about the practice of technological licenses to other companies and the relative experiences. According to the author, the support from policies and market environment are the basis and precondition for implementation of technological license system. The supporting systems and mechanisms should be established to ensure the healthy development of technological license trade while the appropriate technological license pattern is the basic means to achieve economic performance.

摘要： 中国石油化工集团公司直属研究院和工程建设单位在外部技术市场需求增加、内部技术市场逐步成熟稳定的双动力推动下,逐渐摸索出一套适合自己特点的核心技术发展路径,即"实验室研究—中试试验—工业应用试验—技术许可"的发展路径,并建立了配套的体制、机制,形成了规范的工作流程和灵活适宜的定价方式,技术许可的数量逐年增多,技术许可收益规模性增长,技术许可贸易,尤其是炼化板块,呈现出前所未有的良性发展势头。文章系统介绍了其开展对外技术许可的做法、经验以及相关的启示,认为:政策支持、市场环境是确保技术许可有效开展的基础和前提;配套的体制机制是技术许可贸易良性发展的保障;适合的技术许可模式是获得效益的基本手段。
