知识产权与科技创新协同发展的思考与实践

Thinking and Practice of Intellectual Property Development in Coordination with Scientific and Technological Innovation

摘要: 基层研究单位是科技创新与技术进步的主体,中国石油石油化工研究院清洁燃料研究室在加快科技创新的同时加强知识产权工作。针对科研开发中存在的知识产权布局不到位、不及时,知识产权认识偏颇、挖掘不全,重技术、忽视知识产权法律价值等问题,探索出一套适合基层研究单位且贯穿于科研开发过程的知识产权保护策略与管理体系,包括在创新预备阶段分析知识产权现状与布局,科研开发升级中持续知识产权布局,统筹规划、申请专利规避风险,强化团队建设、人员培训及规范流程制度等。实践科技创新与知识产权协同发展获得显著成效,清洁燃料研究室现拥有授权专利124件,有效促进了科技创新及成果转化。

Abstract: The research institutes at the grassroots level are the main bodies of scientific and technological innovation and technological progress. The Clean Fuels Laboratory of PetroChina Petrochemical Research Institute, strengthened its intellectual property work while accelerating scientific and technological innovation. It focused on a series of problems, such as the failure to distribute IP desirably and in time, inappropriate understanding of IP and inadequate effort for tapping, and emphasizing the technological value of IP but neglecting its law value. To settle those problems, the laboratory developed a set of IP protection and management systems suitable for the research units at the grassroots level and going through the whole technological R&D process. The efforts also included analysis of the present IP conditions and distribution at the preliminary stage of innovation, sustainable IP distribution in improvement of technological R&D activities, unified planning, prevention of risks for applied patents, consolidation of professional staff, and personnel training and standardization of the process system. Remarkable achievement were made in practice of coordinating scientific and technological innovation with IP development. The Clean Fuels Laboratory now owned 124 items of licensed patents, thus effectively promoting scientific and technological innovation and conversion of the results.
