新时期中国海油国际标准化工作的思考

摘要： 《国家标准化发展纲要》作为新时期统筹推进我国标准化发展的行动纲领，对国际标准化工作提出了更高要求。“十三五”以来，中国海油从优势领域和空白领域着手，标准技术水平和国际化程度明显提升，国际标准实现零的突破，目前已发布国际标准13项。公司承担的多个国际标准化组织的国内技术对口工作规范有效，均已圆满完成各项任务。为加快标准国际化步伐，中国海油将落实《纲要》提出的目标和要求，积极开展国际标准项目培育，拓展国内技术对口领域，加强专题研究，推进制度建设，打造人才队伍；以支撑公司发展战略为目标，全面提升国际标准化工作的定位，构建结构合理、专业配套、国际兼容的标准体系。

Abstract: “National Standardization Development Outline” is the action platform to promote China’s standardization development in the new era. It comes up with higher requirements on international standardization. Since the 13th Five-Year Plan, CNOOC has focused on its advantageous area and blank area and apparently improved standard technology level and internationalization, thus making a breakthrough in international standards. Currently, the corporation has released 13 items of international standards. In addition, CNOOC has been in charge of standardizing and putting into effect the domestic counterparts of technology for a number of international standardization organizations. It has satisfactorily finished all the tasks in this area. To accelerate internationalization of standards, CNOOC will strive to meet the goal and requirements raised in the “Outline”, and take an active part in international standardization projects, expand the areas of the domestic technical counterparts, enhance the special research areas, promote construction of the related systems, and foster the talent working staff. Aiming at the company’s development strategy, the offshore oil producer will raise its position in international standardization and construct a well-structured multi-disciplinary standardization system in connection with internationalization.
