炼化企业一体化管理体系创新建设与实践

摘要: 中国石油独山子石化公司作为国内最大的炼化一体化企业之一,为建设国际一流石化基地,不仅要达到 技术一流、产品一流,更需要一流的管理体系相配套。公司在分析现行管理体系存在优势与劣势的基础上,借鉴国内 外先进企业现代科学管理方法,以GB/T 19004《追求组织的持续成功 质量管理方法》为基本框架,以全面风险管理 为主线,融合12 个通用管理标准,覆盖炼化企业全部业务,建设了一体化管理体系,实现一套体系、一本手册、一套 制度流程统管全部业务。一体化综合管理体系的建立和运行,消除了管理重叠、职能交叉等弊端,实现管理业务100% 的制度支撑,有效消除了管理漏洞,降低了企业成本,减轻基层负担,员工满意率提升,为公司实施“开源节流、降 本增效”活动提供了有效的管理支持,使炼化一体化优势充分发挥,促进了企业效益提升。

Abstract: PetroChina Dushanzi Petrochemical Company is one of the largest oil refining and chemical integrated enterprises in China. To build itself into the first-class international petrochemical base, the company needs to establish the first-class management system in addition to the first-class technology and first-class products. Based on analysis of the advantages and disadvantages from its existing management system, the company introduced the modern scientific management methods of the advanced enterprises both inside and outside China, with an integrated management system established. Focusing on full risk management, the management system is under the framework of GB/T 19004 “Pursuing Continual Success of Organization – Quality Management Method” and adopts 12 general management standards, covering the full business scope of the oil refining and chemical enterprise. All the businesses come under a unified process – one set of system, one manual and one set of regulation s and rules. Establishment and operation of the integrated management system eliminates repetition of management and duplication of function, backs business management completely on the basis of systems, lowers the cost and burdens of the enterprise, improves the satisfaction rate of employees, and provide effective managerial support for the “cost-effectiveness and higher performance” activities. As a result, the company can bring the advantages of oil refining and chemical integration into full play and improve its economic performance.
