系统论视角下中国国际油气 合作突发事件应急管理策略

摘要： 与一般石油行业突发事件相比，国际油气合作突发事件体现出多元主体性、高政治敏感性、信息高度缺失性、 协调复杂性等特征，亟待应用系统科学理念对应急管理工作进行理论指导。从系统论视角分析，应急管理具有整体性、 普遍联系性、动态性等特性，而系统结构与功能建设的缺陷是导致突发事件进一步扩散的主要矛盾。以系统论为指导， 提出加强国际石油合作突发事件应急管理策略及措施，要遵循“事前、事中、事后”的事件发展规律，建立完整的应 急管理链，要提供体制保障、完善系统功能、重视事前预防和灾后恢复、集成突发事件应急管理平台等。

Abstract: As compared to the emergency cases in the general petroleum sector, the emergency events in international oil and gas cooperation are characterized for their multi-element subjectivities, high political sensitivity, high information deficiency and complexity of coordination. This complicated organization requires system science conception for theoretical guidance on management of emergency events. From the angle of system theory, management of emergency events is characterized for integrity, universal relevance and dynamics. The deficiency of systematic structure and functional construction is the main contradiction that leads to further enlargement of emergency events. Guided by the system theory, this paper comes up with the plans and measures to strengthen management of emergency events arising from international petroleum cooperation. It is necessary to observe the development law of the event in every stage of its process and establish the emergency management chain in the efforts to secure emergency management in the form of system, perfect functions of the system, attach importance to prevention measures and post-disaster restoration, and integrate the response management platform of emergency events.
