关于软科学项目函评的公正性评价指标探析

摘要: 科学、公正地评估管理研究成果的水平和价值一直是管理领域的难题,本研究针对管理成果函评组织管 理工作中普遍存在的一些问题,如评价方法不完善、评委个人素质差异、监督考核机制不健全等,从制度和机制上进 行了分析。为提高评审质量,需建立评审工作质量考核办法,组建结构合理的评委队伍。运用相关评价指标,加强评 委工作质量的量化评估和考核,并以实例加以分析,最终就如何确保管理成果函评的公正性问题进行了讨论。

Abstract: Scientific and impartial evaluation and management of research results is a bottleneck in the area of management. This study is focused on some issues existing in organization and management of evaluation of managerial results, such as imperfect evaluation methods, different qualities of individual appraisers, and imperfect supervision and examination mechanisms. The analysis is made in the aspects of system and mechanism. To improve the quality of evaluation, it is necessary to establish examination methods for evaluation work and organize a well-structured evaluation team. It is proposed that the work of evaluation committee be quantified and examined by means of relevant evaluation indexes while analysis is made on the basis of actual cases. The paper opens a discussion of issues concerning the impartiality of evaluating managerial results.
