    Build High-quality Standardization System to Support The Construction of World’s First-class Enterprise--Thinking on CNPC Standardization Development in 15th Five-year Plan Period

    Technological innovation drives the continuous improvement of standard. Standard promotes conversion and application of the technological achievements. Interactive development of standardization and technological innovation is not only the nation’s demand for standardization development but also the company’s inevitable need for its own development. CNPC regarded technological innovation as an important engine for its business development, focused on its own strategic development demand and continually optimized and perfected the corporate standard system in the areas of oil and gas exploration and development,engineering technology and equipment, new energy, refined products and new materials, and digit and intelligence. During the 15th Five-year Plan period, CNPC standardization would depend on the effective resources, such as important technological projects,demonstrative bases, and technological innovation platforms, to accelerate establishment of the scientific research-standard interactive mechanism and fully use the scientific research platform system to fuel integrated development of technology and standards. It is necessary to strengthen enforcement of standards and evaluation of the results and make the efforts for establishment of the effective standard implementation and supervision system and the scientific standardization examination indexes system, thus allowing the innovative technology to empower production by means of standards.

    In the new era of rapid digital economic development, data has become one of the important production elements and played a more and more important role of promoting a company’s digital transition and intelligence development. Master data management is the core of a company’s data management and holds the key to improvement of operational efficiency. Standardization of the key data is the core of master data management and an important method for the company to improve its competitiveness. Led by application in the major projects China National Petroleum Corporation (CNPC) took the favorable opportunity of upgrading the key business management system to perfect the main responsibilities of business, unify the information and coordinate the organizational and operational mechanism. Meanwhile, CNPC perfected the master data standard system, integrated, optimized and unified various categories of master data standards, accelerate implementation and application of data standards, and significantly improve the data governance level, thus laying a solid foundation for the company’s digital transition.

    Against the background of globalization and market competition, standard becomes an important integral part of a company’s key competitiveness. “National Standards Development Outline” strategically leads standardization development of China's large-scale enterprises. On the global energy market, standardization holds the key to improvement of product and service quality and enhancement of international competitiveness. Petroleum companies display their technology and management abilities by means of participating in formulation of international standards. Take the International Working Group of CNPC Exploration and Production Standardization Technology Committee for example. It studies the management mechanism of the international standards and the strategies related to top-level design, quality control and management training. It also proposes to establish the standards development system, carry out the level-by-level management, perfect the management details, formulate the standards for quality examination, make periodical estimations, set up the management platform, and emphasizes the training of project management. In addition, it comes up with some other suggestions, such as constructing a more standardized, high-efficiency and sustainable management system, improving the international standard management effectiveness and level, accelerating stipulation and revision of international standards, and expanding the influential power and voice of the enterprises in the international standardization area.

    The dual carbon goals has profoundly influenced global energy structure and restructured economic development model and industrial competition pattern. China’s oil and gas industry faced the new option to integrate oil and gas with new energy and kept the security of oil and gas supply in harmony with green and low-carbon development, exerting a great influence on international standardization with co-existence of challenges and opportunities. China’s oil and gas industry has made some achievements for international standardization in recent years. The organizational structure was consolidated while foreign exchange and cooperation were continually enhanced, thus forming a series of effective methods and bringing the role of examination and incentive mechanism into full play. This article analyzes China’s international standardization work, particularly the changes and challenges facing international standardization in the new energy sector. It proposes to strengthen the strategic study of international standardization, accelerate construction of the international standardization platform, take up the height of new energy technological competition and establish the nation’s independent energy standards and authentication system, aiming to accelerate the international standardization process in the new energy sector.

    Strategic emerging industries and future-oriented industries become the important strategic pillars in realization of China's economic transition. Standard is the indispensable tool to propel industrial development. It is closely related to scientific and technological innovation while standardization plays a basic and guiding role in accelerating industrial development. To promote highquality development of strategic emerging industries and future-oriented industries, this article comes up with three suggestions on standardization work. First of all, it is necessary to fully play the leading role of standard. The standards should be studies and formulated at the initial stage of industrial development and revised and perfected in the process of industrial development and technological progress. Secondly, it is necessary to make full use of China’s current applicable“ two-element” standard system and develop the research achievements into the community standards in time to take up the market development opportunities. Thirdly, it is necessary to enhance communication and cooperation with other organizations so that the strategic emerging industrial and future industrial standards can be the peers and leaders in the international communities, acquiring more initiative and higher voice in the international competitiveness.

    Artificial intelligence (AI) technology has been under rapid development in recent years with the significant results achieved in its large-scale application in the vertical industries. AI standardization was stressed for its importance and actively accelerated both at home and abroad. AI technology was used in the oil and gas industry. Its integration and application was demonstrated and expanded along the “single-point intelligence technology-intelligence technology series-large model” roadway.Currently, a breakthrough has been made in multi-point technology, highlighting the importance and necessity of accelerating oil and gas AI standardization. It is proposed to adopt the method of “deployment as a whole, differentiation in various levels and gradual perfection.” Construction of the oil and gas AI standards system is based on three levels--basic backbone, key orientation and application scenarios--to define the boundaries between the oil and gas AI and other disciplines and scientifically organize the oil and gas AI standards committee, thus bringing about a rapid and healthy development of oil and gas AI standardization.

    To meet the new demand for China’s standardization work and provide institutional guarantee for the oil and gas industrial standardization, the new version of “Industry Standard Management Methods” was put into force on June 1, 2024. The revised version has some changes mainly related to the formulation process of industrial standards and the management requirements on each stage, institutional deregulation, methods for treatment of disputes, feedback mechanism of execution, clarification of the standards formulation scope, addition of the stipulation for standards copyright protection and enhancement of the management duties of the responsibility entities at various levels. As a result, the new version improves the scientific validity specification and effectiveness of standardization work and enhances coordination and matchability of various standards. This article focuses on the current conditions of oil and gas industrial standardization and the confronted challenges, such as update of standards left behind, inadequate international voice, singularity of main participants, and inadequate execution force. It puts forward the strategies to improve the oil and gas industrial standardization, including enhancing formulation and update of standards, promoting integration of standards with technological innovation, improving international cooperation and exchange, and perfecting standardization talents development in preparation for standards of new-quality production force. It provides the theoretical support and practical guidance for acceleration of the oil and gas industrial standardization work.

    Standardization plays a basic and guiding role in maintenance of Huabei Oilfield's high-quality development and realization of the strategic target to build the oilfield into the world’s first-class modern energy enterprises. Enhancement of standardization and improvement of the standardization level are of important significance to promote scientific and technological innovation of the enterprise and improve production business and the QHSE management level. Based on the conditions of the company’s technological development and production business, Huabei Oilfield constructed the comprehensive corporate standard system at various levels and in various areas during the 14th Five-year Plan period. It evaluated the new businesses and new demands, enhanced formulation and revision of the standards and made periodical re-examinations to keep the corporate standard system advanced and applicable. The standard system also provided the specifications of clearer and more accurate classification for the oilfield company’s engineering design and on-the-site operation, thus effectively improving the company’s production business and QHSE management level. The company obviously improved its scientific and technological innovation capability by means of planning the orientations for formulation and revision of the advantageous and characteristic technological standards.
    Suggestions on Construction and Development of Green and Low-carbon Standard System in Synthetic Rubber Industry

    As China is committed to the carbon peak and carbon neutrality goals, the research on the green and low-carbon standard system construction is of vital importance to promotion of industrial transformation. This article studies and analyzes the conditions of formulating the green and low-carbon standards both inside and outside China. In the light of the green and low-carbon development trends and present standards conditions of China’s synthetic rubber industry, it also comes up with the basis and principles for construction of the synthetic rubber green and low-carbon standards system. Based on the existing standards system, the green and low-carbon standards are added at the first level. The second level is composed of four parts--green manufacture, carbon peak and carbon neutrality, energy saving and utilization of resources, and cleaner production. The emphasis should be placed on energy saving and reduction of emission, comprehensive utilization, cleaner production, resource saving, evaluation of greenness, carbon verification and auditing, carbon footprint, evaluation of low carbon, and carbon-reducing technology. To promote construction of the related standards system and application of the standards achievement, it is proposed to continually stimulate innovation of green and lowcarbon technology, push ahead with technological iteration and upgrading, accelerate research and development of green and lowcarbon standards, and actively promote internationalization of standards to maintain a green, ecological and high-quality development of the synthetic rubber industry.

    Public security standardization of international business plays an important role in promoting standardized management of international business social security, reducing the overseas social security risks, and ensuring the safety of overseas personnel and properties. The public security standard system puts the public security standards together as a whole scientific and organic body according to their internal connections. It provides the basis for the plans to make formulation and revision of standards within a certain scope. It not only promotes coordination and unification of the standards but also offers the basic technological requirements,consistent management requirements and specific work requirements for construction and operation of the management system. This article elaborates that it is necessary and significant for the Chinese petroleum enterprises to construct the public security standard system in matching with their international business development and demands when they establish the full-process, standardized and scientific overseas public security management model for implementation ation of their“ go world” strategy. The article also comes up with the “two combinations and one demand guide” mindset needed for construction of the public security standard system for international business. The steps are based on “clarification of the present conditions-investigation of the demands-categorization and selection-construction of the system”. In the light of the current standardization conditions, it is necessary to enhance planning and top-level design in the areas of making decisions and commanding in emergency cases, rescuing and relief-delivering, on-the-field control, crisis management, restoration and re-construction in order to improve the management level of public security standardization for the enterprises.

    The lubricant system in an important integral part of engine. China has always adopted the foreign standards for its engine oil with absence of the oil standards for its independently-made engines. As China was making progress in engine and oil materials technology, the nation was already ready for development of its engine oil standard system in terms of hardware basis and scientific research capability. A total of 15 companies and institutions, including PetroChina Lubricant Company and the Chinese Internal Combustion Engine Society, jointly launched the Chinese Lubricant Standards Alliance Committee (CLSAC). It organized the domestic industrial experts, coordinated the industrial resources. Based on the innovation efforts of years, China has successfully established its first independent diesel engine oil standard -- the D1 Engine Oil Standard. This standard was applicable for the diesel engine lubricants with emissions specified by the National VI or under the National VI. It was also accepted and supported by the domestic original manufacturers of diesel engine equipment. The establishment of the D1 Diesel Engine Lubricant Standard was of great influence to perfection of the quality certification system and standardization of quality control for engine oil products.

    Energetic promotion of standard internationalization and in-depth involvement in development of international standards are the strategic guidelines for China’s petroleum industry to actively participate in international competition, maintain the national interests and realize high-quality development. ISO 24139—1:2022“ Petroleum and natural gas industry—Corrosion resistant alloy clad bends and fittings for pipeline transportation system—Part I: Clad bends” is the first product international standard that China has dominated and developed in the area of the oil and gas industrial pipeline transportation system. It is of the milestone significance.This standard experienced the whole process of proposal, preparation, committee, inquiry, approval and promulgation. In the development process, discussion and consultation were focused on the key technologies, such as product design, manufacture, testing and inspection. This article analyzes the framework and main requirement of the clad bend standards and summarizes the successful experience in development of the international standards. It points out that selection of topics holds the key to the international standard projects and attention should be paid to the emerging areas in which China has some advantages. It is necessary to make active involvement in the work of the secretariat of the standard committee of International Standardization Organization. In this case, China has opportunity to dominate formulation of the international standard development plan in the related areas and project management. Once the project is launched, the efforts should be focused on project management and process control.

    Fine reservoir description is part of the most basic work for oilfield development.“ Fine Reservoir Description Technical Specification”, the corporate standard formulated by PetroChina, is of vital importance to standardization and specification of fine reservoir description. Currently, this technical specification still faces a number of problems, such as failure to be fully adopted, the requirements in the content unable to be carried out thoroughly, lack of genetic relations in the different studied contents, nonstandardized submission of research achievements, evaluation of the special items mainly based on determination of the property, and inadequately close relations with other related standards. To further specify the research work of fine reservoir description and improve oilfield development quality, it is proposed to enhance promotion of the technical specification, strictly abide by the requirements of specification, adhere to control over geological genetic mechanism, and strictly manage submission of the achievements, such as data bodies, data tables and graphs. It is also necessary to establish the research process and the quantitative evaluation system of achievements, enhance combination with the national, industrial and corporate standards when used and continually improve standardization and specification of fine reservoir description.
    Comparative Analysis and Application of Shale Gas Foam Drainage Gas Production Technological Specification

    Drainage foam gas production process is an important integral part of drainage gas production measure and has been used on a large scale on the shale gas block in the Sichuan-Chongqing region. To further clarify the technological requirements on shale gas foam drainage, the methods for comparative analysis and experience analysis were adopted to compare and analyze the adaptability of the current standards and specifications on shale gas foam drainage technology. The study indicates that the current foam drainage process effectively specify the technological contents, such as inspection of foam drainage chemical agents, design of process plan and the related on-the-site process facilities. However, some problems exist among the current standards, such as overlapping, differences, contradiction and singularity of content. Therefore, it is possible to clarify complete execution of foam drainage process by means of any single standard. Focusing on the overall foam water drainage gas production process characteristics of the Sichuan-Chongqing shale gas platform well patterns, the NB/T 11045.3—2023 “Shale gas—Specification for drainage gas recovery technique—Part 3:Water drainage by foam” was formulated in 2023 to solve the differences and contradictions among the current standards and cover the main technological points in overall foam drainage process execution of the shale gas platform well pattern in shale gas development process. So far as the current standards and specifications are concerned, those standards still have something unsatisfactory. It is proposed to add the technical indexes of “storage stability” to functional evaluation of defoaming agents. It is also proposed to add secondary defoaming to the single-well foaming and concentrated defoaming process and the thrower injection technical process on the concentrated measurement platform of foam additional injection technical process, thus further perfecting the content of the foam drainage technological specifications.

    Oil test and production analysis is the important basis to evaluate the oil-producing capacity of each oil layer and one of the key links for oilfield development. “Technical specifications for organization and interpretation of dynamic development data in oil reservoir geophysics”, the corporate standard drafted and released by BGP Inc., specifies in detail the related requirements on datacollecting scope, quality control of information organization, information interpretation, writing and compilation of report, and submission of achievements. Dagang Branch of BGP Research Institute formulated the standardized template of oil test and production analysis and specified the steps of oil test and production analysis in the light of the actual conditions of Dagang Oilfield, thus integrating the standardized oil test and production analysis method into the quality management system. Strict execution of standardized operation clarified the oil-producing capacity of the main oil reservoirs on the target blocks. The proposed development plans were better in line with the actual conditions of the oilfield and led to the satisfactory results, providing an effective support for Dagang Oilfield to increase reserves and production.
